the James T. Foley Post Office - Courthouse, located at 445 Broadway,
Albany, New York. The project involves interior space alterations
including addition of two District Courtrooms, two Judge's Chambers, a
sallyport, elevator modification, and incidental asbestos abatement.
The project will be designed and constructed in metric units. There may
be lead abatement work associated with the scope of work of this
project. The building is listed on the National Register of Historic
Places. Services include Pre-Design, Design, Construction Inspection
(optional), As-Built Drawings (optional) and Post Construction Contract
Services (optional). A/E design services will require preparation of
drawings, specifications, cost estimate and scheduling. Consideration
is limited to BOTH LARGE and SMALL BUSINESS CONCERNS having an active
design production office located within New York State. Estimated
construction cost range is $3,100,000 to $3,300,000. Project number INY
94117. A/E selection will be completed in two stages: STAGE I will
establish the Architectural design capabilities of the lead A/E design
firm. In the first stage, a short list minimum of three (3) A/E design
firms will be selected for the project. The short list will be based on
the A/E design firms' stage I submittals in response to this Request
for Qualifications (RFQ). The A/E firm will provide specific evidence
of its capabilities to deliver Design Excellence, and will express its
design approach and philosophy. Qualifications submitted by each lead
A/E firm will be reviewed and evaluated based on the following
CRITERIA: (1) PAST PERFORMANCE ON DESIGN (40%): The A/E lead design
firm shall submit documentation of up to five outstanding projects
completed within the past 10 years. Documentation shall include no more
than a one-page typewritten description of each project, spelling out
design objectives, approach, results, project significance, key
features, and awards or peer recognition. Up to three 8'' X 10''
illustrations (photographs, drawings, computer generated art) may be
used for each project. These can be before-and-after shots, interiors,
elevations, sections, or other visual evidence of quality design. (2)
PHILOSOPHY AND DESIGN INTENT (25%): A statement of intent by the lead
designer (maximum of two pages) that conveys his or her design
philosophy, understanding of current design issues, and approaches and
solutions applicable to this project. (3) LEAD DESIGNER'S PORTFOLIO
(20%): Submit a lead designer portfolio documenting up to three
projects completed within the past 10 years. This should include no
more than one typewritten page of narrative and three 8'' X 10''
illustrations for each project. Narratives shall include a discussion
of design challenges and resolutions. (4) LEAD DESIGNER'S PROFILE
(15%): Submit a biographical sketch including education, professional
experience, and recognition for design efforts for similar projects.
This should include no more than one typewritten page. Do not submit
photographs. Identify and describe areas of responsibility. Submit
Forms 254 and 255 for lead A/E firm only. STAGE II: In this stage, the
entire project TEAM, including the A/E design firm selected in the
first stage, its designated lead designer, and ALL the consultants who
will work on the project will be evaluated. The A/E design firms will
submit Standard Forms 254 and 255's which represent the entire project
TEAM. The Government will establish the criteria and the date that
Stage II submittals are due and provide the selection criteria for the
interviews and final selection process, with the Stage I short list
announcement published in the CBD. If the ''A/E design firm'' is
comprised of a partnership, corporation, association, or other legal
entity permitted by law to practice architecture or engineering, a
complete description of the proposed internal responsibilities of the
components must be included in both the Stage I and II submittals. A
complete Scope of Work may be obtained from the General Services
Administration, Fee Developer Division, Room 1653, 26 Federal Plaza,
New York, NY. A pre-submittal meeting will be held on April 25, 1995,
at 2:00 P.M. at 26 Federal Plaza, Room 112, New York, NY. For further

accordance with Public Law 95-507, the selected A/E will be required to
provide maximum practicable opportunities for Small Business Concerns
and Small Business Concerns owned and controlled by socially and
economically disadvantaged individuals to participate as subcontractors
in the performance of the contract. As part of its commitment to
socioeconomic initiatives of the Federal Government, the General
Services Administration has established for fiscal year 1995
subcontracting goals of 32 percent for small businesses, 6 percent for
small disadvantaged businesses, and 3 percent for women-owned small
businesses. In support of the agency efforts, firms seeking
consideration for this contract shall demonstrate a proactive effort to
achieve the above goals. The use of subcontractor consultants will be
reflected in a Small Business and Small Disadvantaged Business Concern
Subcontracting Plan to be submitted with the Stage II submittal and
included in the contract. Firms must also provide a brief written
narrative of outreach efforts made to utilize small, small
disadvantaged, and women-owned small businesses during Stage II. The
narrative shall not exceed one typewritten page. An acceptable
subcontracting plan must be agreed to before contract award. Large
firms are hereby notified that Stage II evaluation will consider the
level of participation by Small Businesses, Small Disadvantaged
Businesses, and Small Women-Owned Businesses on this project. (Small
businesses are not subject to this requirement). Proposed consultants
listed in the SF 255/ 254 submission should be consistent with the
requirement of PL 95-507. A draft contract will be furnished to all
firms being interviewed. The A/E firm selected will be required to
furnish to the Contracting Officer preliminary salary rates and
overhead rate(s) within 14 calendar days of selection notification.
Architect-Engineer firms having the capability for the proposed work,
in order to be considered must submit all required Stage I submissions
no later than 4:30 P.M., local time on May 11, 1995. Any submissions
received after 4:30 P.M.., local time on May 11, 1995 will not be
accepted. Firms and/or consultants shall submit a current SF 254 and SF
255 (Rev. 11/92). These forms shall be mailed to General Services
Administration, Business Service Center, 18th Floor, 26 Federal Plaza,
New York, NY 10278 Rm 18-130. Submission shall be placed in sealed
envelopes and identified and appropriately marked as follows:
