C -- PREPARATION OF PLANNING REPORT FOR THE SOUTHERN CALIFORNIA WATER CONSERVATION AND SUPPLY, CITY OF NORWALK SOL DACW09-94-R-0013 POC A-E Nego, James Hogan (213) 894-5490, Tech Info, Jim Kwiecinski, (213)894-0458. CONTRACT INFORMATION: Architect-Engineer services for this contract will consist of data documentation and analyses for reconnaissance, feasibility, and planning report for developing a more dependable water supply in City of Norwalk, Southern California, which face the risk of significant water delivery interruptions following earthquakes. (BLOCK 1 of SF 255). This announcement is open to all businesses regardless of size. If a large business is selected for this contract, they must comply with Far 52.219-9 regarding requirements for a subcontracting plan on that portion of the work it intends to subcontract. The subcontracting goals for this contract are that a minimum of 60.5% of the contractor's intended subcontract amount to be placed with small businesses (SB), including small disadvantaged businesses (SDB) 9.8% and Woman-Owned (WOB) 4.0%. The plan is not required with this submittal. The contract will be for twelve (12) months, and will include an option for three (3) 12-month extensions. This will be a Firm Fixed Price contract. The anticipated start date will be July 95. Future work is subject to availability of funds. 2. PROJECT INFORMATION: The City of Norwalk, Los Angeles County, California has six (6) water purveyors, which purchase imported water and/or obtain it from local well sources. These water purveyors have separte distribution systems throughout the City. A major seismic event could cause significant disruption to the City's water supply, since the six (6) systems are not connected by major transmission mains. All of the six (6) systems are deficient in varying degrees in the area of seismic protection, service life of system elements, reservoir storage, well supply systems, undersized mains and hydrants, and backup of imported water supply. The system's telemetry and control systems, and temporary standby power equipment might not be sufficient or may be vulnerable to a seismic event. Also, expanded use of reclaimed water and review of water conservation policies could decrease the City reliance on existing water supply. Plan formulation for this project must include the documentation of existing conditions, identification of problems and deficiencies within the study area. Plan formulation must also include recommendations for alternative solutions and improvement/optimization measures, development of a twenty (20) year Capital Improvement Program and an overview of potenial economic impacts of various alternatives, based upon the occurrence of a major seismic event. The work and sevices shall consist of field investigation and preparation of final planning report consistent with Corps guidelines and regulations. The firm selected for this contract will be expected to submit a quality control/quality assurance plan and to adhere to it during the work and services required under the contract. In Block 10 of the SF 255 describe the firm's Design Quality Control Plan (DQCP), including Design Quality Assurance Plan (DQCP), of subcontractor(s). The report must be prepared and approved by the Government as a condition of contract award, but is not required with this submission. 3. SELECTION INFORMATION: See Note 24 for general selection process. The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria a-d are primary. Criteria e-g are secondary and will only be used as ''tie-breakers'' among technically equal firms: a. Specialized experience and technical competence in: (1) Plan formulation of water supply and water distribution systems for large urban communities. This experience should include engineering, economic, and environmental evaluations using Federal evaluation criteria. (2) Planning, engineerig, design, and operation of municipal water systems facilities. (3) Hydraulic analysis of water systems, including storage requirements, distribution systems and fire flow requirements and emergency reservoir storage requirements. (4) Seismic risk assessment, design criteria, and strengthening of munmicipal water supply systems and emergency response planning. (5) Groundwater supply and pollution remediation. (6) Reclaimed water usage. (7) Water conservation policies. (8) Water system telemetry and control systems reliability analysis. (9) Water system temporary standby power requirements. (10) Knowledge of local, state, federal regulations applicable to this project. b. Qualified professional personnel in the following disciplines: Civil Engineering (with an emphasis in hydraulic analysis of large municipal water systems), Sanitary Engineering, Structural Engineering, and Mechanical Engineering with seismic experience, Electrical Engineering, Geologist with ground water experience, Water Quality Specialist, Urban Planner and Economist. c. Capacity to accomplish the work in the required time. d. Past performance on DoD and other contracts with respect to cost control, quality of work, and compliance with performance schedules. e. Geographic location and knowledge of locality of project as described in Note 24. f. Extend of participation of SB, SDB, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the estimated effort. g. Volume of DoD contract awards in the last 12 months as described in Not 24. All firms that submit an SF 255 shall be notified with a post card acknowledging receipt of their response. The firms which are not recommended by the Pre-Selection Board to the Selection Board for further consideration, shall also be notified with a post card. The firms which are ranked for negitiation but are not selected for an award shall be notified after the award of the contract. The contract award shall be announced in the Commerce Business Daily. Consistent with the Department of Defense policy of effecting an equiitable distribution of contracts among qualified Engineering firms including small, disadvantaged-owned firms and firms that have not had prior DoD contracts (See Note 24), qualified small disandvantaged firm will receive consideration during selection and, all other selection evaluation criteria being technically equal small disadvantaged status may become a determing factor for selection. Therefore, all submittal should specifically identify in the appropriate portions of the propose activity to be accoplished by the contractor (See Note 24). The Los Angeles District and the Minority Business Development Centers (BDC's) to provide assistance to small Disadvataged Business Concerns to participate in Government contract. SUBMISSION REQUIREMENTS: Interested Engineering firms having the capabilities for this work are invited to submit one (1) completed Standard Form (SF) 254 and 255, revised editions dated November 1992, Architect-Engineer and Related Services Questionnaires for the prime and SF 254 for each subcontractor/consultant, by addressing a transmittal letter to the office shown. Lengthy cover letters and generic corporation brochures, or other presentations (such as binding of SF 254 and 255) beyond those sufficient to present a complete and effective response are not desired. Phone calls and personal visits are discouraged. Response to this notice must be received within 30 calendar days from the date of issuance of this synopsis. If the 30th day is a weekend day or a Federal Holiday the deadline is the close of busiess of the next business day. Include ACASS number in Block 3b.
