DIRECTORATE OF PUBLIC WORKS, FORT LEE, VIRGINIA POC Robert Winne, (804)
734-5150. A-E Services for the design and preparation of plans and
specifications for various construction projects, as needed for the
Directorate of Public Works, Fort Lee, Virginia. The Fort Lee DPW will
also support projects as needed for Fort Eustis and Fort Monroe,
Virginia. CONTRACT INFORMATION: The services that may be required will
consist of but not limited to one or more of the following: Designs
for new structures, Studies and/or designs for various repairs,
alterations and/or improvements to existing facilities, and Feasibility
Studies. Services may involve the design for clean-up, removal, and/or
abatement of asbestos and hazardous/toxic materials. An Indefinite
Delivery Contract (IDC) for a period of one (1) year will be negotiated
and awarded. The contract is anticipated to be awarded in August 1995.
The cumulative value of all Delivery Orders on the IDC shall not
exceed $485,000.00 for the year, with no one Delivery Order exceeding
$150,000.00. This announcement is being solicited on an unrestricted
basis. SELECTION CRITERIA: The following is the selection criteria in
descending order of importance. A. PROFESSIONAL QUALIFICATIONS: The
design team(s) must possess registered personnel with experience in the
following disciples; Architectural, Civil, Land Surveying, Mechanical,
Geotechnical, Electrical and Structural. In addition, a Certified
Inustrial Hygienist must be part of the design team, and a copy of
their Board of Industrial Hygiene Certificate must be included in Block
10 of the SF 255. The Project Team Management, including team
organization and proposed method of carrying out the work to meet the
specific project requirements and schedules must be indicated. B.
SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE: Demonstrate experience
by the design team(s) in a wide variety of multi-discipline design
projects and studies. Firms must indicate in Block 10 of the SF 255
their Computer resources on the following items; Accessibility to and
familiarly with the Construction Criteria Base (CCB) System. This shall
include as a minimum the SPECSINTACT Specification System, M-CACES
Estimating System, and the ARMS Review Management System. Must possess
and demonstrate CADD capability (with capacity to produce output files
in ``.dxf'' or ``.dwg'' file format. Access to a Hayes or compatible
2400 baud modem or higher. C. CAPACITY TO ACCOMPLISH WORK. Firms must
demonstrate the ability of the design team(s) to complete projects
within the mandatory time frames as specified, including multiple
Delivery Orders. D. PAST PERFORMANCE. With DOD and other Government
Agencies and/or private industry. ACASS Evaluations, (Superior
performance evaluations on projects that have recently been completed
will be considered). Letters of evaluations and/or recognition by other
clients. Cost control and estimated performance. On-time delivery of
designs of DOD, other Government Agencies and private industry. E.
VOLUME OF WORK. Volume of DOD and other Government Agency contracts
awarded in the past 12 months. Considerations may include ACASS
retrievals, current workload as listed in Block 9 of the SF 255, and
equitable distribution of work among A-E firms. F. LOCATION. Location
of the firm within the general geographical area of the proposed
requirement. SUBMISSION REQUIREMENTS: This is NOT a Request for
Proposals (RFP). All requirements of this announcement must be met for
a firm to be considered responsive. Interested firms having the
capabilities to perform this work must submit an original SF 255 for
the Firms Design Team(s) and an original and current SF 254 for the
Prime Firm and for all consultants as listed in Block 6 of the Prime
Firm's SF 255 to the address as stated above. The SF 255 must include
the following: (1) Firms with more than one office - (a) BLOCK 4:
distinguish by discipline the numberof personnel in the office to
perform the work and the total number of personnel in the firm. (b)
BLOCK 7c, each key person's office address, including telephone and FAX
number; (2) BLOCK 3, The Prime Firm's ACASS ID number; (3) BLOCK 7f,
Registrations must include the year and discipline; (4) BLOCK 8b,
Include a descriptive project synopsis of the major items of work; (5)
An organizational chart including all key personnel and elements of
the design team(s), substantiating the firm's understanding of and
ability to execute the project(s). Supplemental information, such as
cover letters will not be taken into consideration. The complete
Package must be received at the address indicated above by 3:00 pm on
Thursday May 11, 1995. No exceptions. Submittals received by FAX will
not be accepted and considered nonresponsive. Prior to the final
selection, firms considered highly qualified to accomplish the work may
be interviewed by telephone or by formal presentation. For additional
