objective of this procurement is to provide the Air Force Acquisition
Model (Afam) Program Office at Wright-Patterson Air Force Base, Oh with
software development and acquisition process integration support for
the continued development and sustainment of Afam and several other
variant process modeling software tools. Afam employs the concept of
automated knowledge presentation; translating Air Force acquisition
information into a more usefull knowledge form readily available on a
personal computer. To produce this product requires a unique balance of
software development expertise coupled with extensive know-how of the
Air Force acquisition processes. Specific tasks will involve design,
development, and maintenance of process modeling software, integration
of Air Force acquisition processes, platform integration, system
engineering, test and evaluation, training, data entry, data
management, Local Area Network administration, help desk support, and
product distribution. The following commercially-available software is
used in the development of the Afam system: Open Plan, Actor, Folio
Views, Install Shield, Robohelp, Dbase, Windows, Visual Basic, and
Basic. A software re-engineering effort is underway to redesign the
model using C++. This requirement is anticipated to be a five year
effort with the first period of performance beginning 1 Oct 95 through
30 Sep 96 with four one-year options. Place of performance is
Wright-Patterson Air Force Base, Oh. All responsible small
disadvantaged business concerns may submit a proposal which will be
considered by the Air Force. The approximate issue/response date will
be 24 Apr 95. No telephone requests. Only written or faxed requests
received directly from the requestor are acceptable. All responsible
sources may submit a bid, proposal, or quotation which shall be
considered. An Ombudsman has been established for this acquisition. The
4only5 purpose of the Ombudsman is to receive and communicate serious
concerns from potential offerors when an offeror prefers not to use
established channels to communicate his/her concern during the proposal
development phase of this acquisition. Potential offerors should use
established channels to request information, pose questions, and voice
concerns before resorting to use of the Ombudsman. Potential offerors
