has received a proposal from Enron Capital and Trade Resources in
accordance with Title VII of the Energy Policy Act, to install and
operate a 600 KW phosphoric acid fuel cell power plant at the U.S.
Geological Survey campus in Menlo Park, CA. The proposal is to provide
premium quality, uninterruptible power and heated water to campus
buildings. The plant (design, equipment, and construction) is to be
financed by Enron Capital and Trade Resources, with payment for
electricity and hot water on the basis of a capacity charge, an
electric energy charge, and a thermal energy charge. Options to the
proposal are for installation of propane-based standby operation for
the fuel cells, and for installation of HVAC plant for USGS buildings
1 and 2 to be integrated with inputs from the fuel cell plant. All
responsible sources may submit a bid, proposal or quotation which will
be considered. The closing date is May 6, 1995 at 2:00 P.M. local time
