R -- PERSONAL SERVICES CONTRACT - ENI/NCA'' SOL OP/ENI/EPE-95-06 DUE 050195 POC Contract Specialist, Linh Lam, 703/875-1260 The United States Agency for International Development seeks U.S. citizens to serve as advisors on private sector activities, humanitarian assistance, strengthening local volunteer organizations, democratic initiatives, energy, economics, and municipal finance/planning for Ukraine, Moldova, and Belarus. Advisors on private sector activities will specialize in such areas as privatization, capital markets development, commercial law reform, tax policy, and economic restructuring. The positions will be based in Kiev, Ukraine. Selected individuals will be employed as Personal Services Contractors to USAID. The initial contract term will be one or two years and may be extended for up to a total of five years. Selection criteria: (a) masters or Ph.D. degree in a pertinent field of study (persons with a bachelors degree and three years experience may be considered); (b) language skills in one or more of the region's languages (Russian, Ukrainian, Moldovan or Belarusian); (c) experience with the new democracies of Central and Eastern Europe and the NIS; and (d) experience in one or more of the following: (1) emergency and humanitarian relief assistance activities and strengthening local volunteer organizations; (2) democratic/political processes; and (3) economic analysis, housing and municipal finance/planning, utilities management, investment banking, commercial law or antitrust, policy and enforcement (public and private sector), securities, mergers and acquisitions, stock brokerage or fund management, micro-business development, land privatization (rural and urban) and land markets. Selected individuals must pass a physical examination and a security investigation. The positions will be graded within the Foreign Service pay grades of FS 04/FS 01 ($36,147 to $88,326). Salary will be dependent on final classification of the position, qualifications and salary history of the individual. Housing in Kiev, travel, moving costs, overseas allowances and other benefits will be provided.
