required to provide all personnel, equipment, materials, &
transportation for management & operation of Commercial Travel Office
providing services supporting official and unofficial travel at
McClellan AFB. Rebate on official domestic travel sales excluding bus,
train, hotel/motel, & car rental, as well as concession fee on
unofficial domestic travel sales excluding bus, train, hotel/motel, &
car rental applies. To be considered, offeror must demonstrate that it
meets minimum requirements as follows: (1) Contractor shall use
established computer reservation system, i.e. Apollo, Sabre, SystemOne,
or WorldSpan; (2) Contractor shall be in good standing with the Airline
Reporting Corp. (ARC) and be capable of writing tickets on all approved
carriers; and (3) Because of Government billing procedures, the
contractor will maintain the capability to sustain 30 to 60 delays in
the Government's payment for tickets used for official travel.
Historical data indicates that this may be in excess of $1,000,000.
Contract will be for 2 year basic period with three 1 year option
periods. This will be a two-step negotiated acquisition. Response to
minimum requirements will be due 28 Apr 95. Comprehensive response to

TECHNICAL PROPOSALS TO SUBSTANTIATE QUALIFICATIONS FOR THIS
REQUIREMENT. The approximate issue/response date will be 06 Apr 95. No
telephone requests. Only written or faxed requests received directly
from the requestor are acceptable. All responsible sources may submit
a bid, proposal, or quotation which shall be considered. An Ombudsman
has been appointed to hear concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The purpose
of the Ombudsman is not to diminish the authority of the program
director or contracting officer, but to communicate contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. Interested parties are invited to call the
