W -- COMMERCIAL SHIPBOARD STABILIZED WEAPONS SYSTEM (SSWS) TO RENT OR LEASE FOR PURPOSES OF TESTING NAVAL GUN. POC G. Michael Dodd, SEA 0256G, Contracting Officer, (703) 602-8101. United States ''origin'' sources are sought for an off-the-shelf, non-developmental item (NDI), stabilized minor-caliber gun mount with an associated fire control system which is capable of stabilizing a 25mm gun. This two-axis, stabilized, gun weapon system, from now on shall be referred to as the SSWS. The system shall be capable of engaging small, fast surface craft as well as slow flying aircraft within effective range of the SSWS. The Navy has been directed by Congress to conduct a prompt test and evaluation of a SSWS utilizing a Navy furnished cannon with its associated MK-793 ammunition by the end of the fiscal year 1995. All testing will be performed with Navy-owned 25MM M242 Automatic Gun and ammunition feed chutes as used on the Navy 25MM MK-38 Machine Gun System. These items will be furnished by the Government as GFE/GFM for the said testing. The testing will be done by the Government using land and at sea based test scenarios. The SSWS total weight shall be no more than 5300 lbs (4500 lbs desired). The maximum on-deck weight shall be no more than 4800 lbs (4000 lbs desired), including the 25mm gun and it's on mount ammunition (250 rds minimum) and any mount foundation required for installation. The system shall be remotely controlled. The remote control console is to add no more than 500 lbs to the Combat Information Center (CIC). No deck penetration will be allowed except for connecting power cables and the requisite communication cables. The associated fire control system is defined as a sensor suite, with capabilities of eye safe laser ranging, ballisitc compensation and magnification necessary to detect and recognize targets within a range of 5,000 and 3,000 yards respectively. The sensor package must also have night vision capabilities. The system design of any off-the-shelf mount must have previously demonstrated test results which show that the mount will perform at sea state 3 conditions and will not be damaged when exposed to conditions created by sea state 5. Contemplated SSWS test and evaluation will be conducted by Government personnel on a privately owned SSWS. Government test and evaluation of SSWSs is contingent upon availability of appropriations. No contract award will be made as a result of this sources sought announcement. Written responses are requested to be made within 30 days from the publication of this notice and are to include a description of the contractor's facilities and equipment, along with a copy of all test results, which directly meets the SSWS requirements stipulated herein.
