Center Weapons Division plan to negotiate an other than full and open
competition contract with Westinghouse Electric Company. This
procurement is to transition AN/AAR-54 technology, developed by
Westinghouse, to Government personnel to enable the development of an
organic capability within the Navy to support additional missile
approach warning system (MAWS) efforts planned for the next fiscal
year. The period of performance of this action is one year. The tasks
include the training in algorithms and data reduction capabilities;
time-to-intercept capabilities into the algorithms; installation,
integration, and calibration of the AN/AAR-54 into the QF-4; field
support during the conduct of the tests; data reduction and analysis of
the recorded test data; and maintenance required on the hardware. This
contract is being sole-sourced due to Westinghouse's unique knowledge
obtained during their development of the AN/AAR-54. See Numbered Note
