COMMERCE BUSINESS DAILY ISSUE OF APRIL 10,1995 PSA#1321Arnold Engineering Development Center, ATTN: AEDC PKP, 100 Kindel
Drive, Suite A332, Arnold AFB, TN 37389-1332 66 -- LIQUID LEVEL MEASUREMENT SYSTEMS FOR LIQUID OXYGEN AND LIQUID HY
DROGEN DEWARS DUE 051595 POC Lynn Jefferies, Contracting Officer,
(615)454-5174. Arnold Engineering Development Center (AEDC), Arnold Air
Force Station, Tennessee, is seeking prospective offerors capable of
supplying two discrete liquid level measurement systems, one of which
is to be used in a liquid oxygen (LOX) dewar, the other in a liquid
hydrogen (LH2) dewar. Each of the two proposed measurement systems
would have a minimum of ten steps to measure the level of liquid in
each of the respective dewars, with a flange attachment at the top and
a receiver pipe at the bottom, with total weight being supported at
the top. The measurement height in the LOX dewar is approximately 12.5
ft (LOX dewar is 4,000-gallon size with dimensions of 108'' OD and
90'' ID, overall height of 272''). The measurement height in the LH2
dewar is approximately 24 ft (LH2 dewar is 10,000-gallon size with
dimensions of 132'' OD and 114'' ID, overall height of 394''). Each of
the proposed measurement devices should be capable of meeting the
following requirements: accurate to within plus or minus 1/16'' of
actual level; operate at pressures up to 200 psig without false
readings; equipped with two individual fast response contact outputs
(10 milliseconds or less) rated at 28 VDC and greater than or equal to
500 ma; discrete level indication at the dewar and at the signal
conditioners with remote signals (less than 5VDC) for a Data Recording
System; signal conditioners to be located approximately 500 ft from
each dewar with the remote signal being transmitted up to 1500 ft from
the conditioners; safety standards consistent with NFPA Class I,
Division 1, Group B. In addition, the system for the LOX dewar must be
capable of meeting the following cleanliness standards: solid particle
contamination per square foot of significant surface shall have no
particle greater than 500 microns in any direction; and, the maximum
non-volatile residue (NVR) shall not exceed 1 milligram per square foot
of significant surface. The contractor would also supply the following
parts of the measurement systems: sensors, mounting mechanism and
flange, as well as the wiring to the feed-through disconnects at the
flange, 19'' rack-mountable signal conditioners and the interconnect
requirements from the disconnects to the conditioners. If this
interconnect is non-standard, the interconnect would also be supplied.
AEDC anticipates soliciting and awarding a firm fixed price contract
in FY 1995. The proposed contract would include furnishing and
installation (to include on-site check-out and calibration) of these
two liquid level measurement systems. The proposed procurement would be
unrestricted. Any firm capable of supplying the proposed system should
respond in writing and request to be placed on the source list. Firms
are encouraged to submit technical comments or questions. (0096) Loren Data Corp. http://www.ld.com (SYN# 0220 19950407\66-0015.SOL)
