C -- REAL PROPERTY MASTER PLAN MODERNIZATON, FORT MCPHERSON/FORT GILLEM, GA POC Robert Callahan at 912/652-5246. 1. CONTRACT INFORMATION: A-E services are required for Real Property Master Plan Modernization, L.I. 5135000, FY-95, Fort McPherson/Fort Gillem, GA. This will be a firm fixed price contract. The contract is anticipated to be awarded in September 1995 and completed in March 1997. This annoucenemt is open to all firms regardless of size. Large business offerors must identify subcontracting opportunities with small business, women owned business and small disadvantaged businesses on SF 255. If selected the large business offeror will be required to submit a small/small disadvantaged & women owned subcontracting plan in accordance with FAR 52-219.9 and DFARS 219.704/705 as a part of the Request for Proposal Package. The following subcontracting goals are the minimum acceptable goals to be included in the subcontracting plan. OF THE SUBCONTRACTED WORK, 60% To SMALL BUSINESS, 10% TO SMALL DISADVANTAGED BUSINESS (A COMPOSITE Of SMALL BUSINESS), 10% TO SMALL DISADVANTGED BUSINESS ( A COMPOSITE Of SMALL BUSINESS), 4% TO WOMEN-OWNED BUSINESS (A COMPOSITE Of SMALL BUSINESS). Large business firms that intend to do any subcontracting must convey their intent to meet the minimum subcontracting goals on the SF 255, Block 6. Written justification must be provided if the minimum goals cannot be provided. PROJECT INFORMATION: Work involves preparing separate but coordinated Long Range Development Plans to include Long Range Component Reports and Future Development Plans, Capital Investment Stategies to include Tabulations of Existing and Required Facilities, and Executive Summaries for each installation. The Long Range Development Plan will include preparation of multiple, customized narrative, tabular, and graphic or mapped products and reports defining long range development potentials, existing facilities and infrastructure capabilities, future project siting alternative analysis, aesthetics of facilities and grounds, and environmental or other constraints which limit development. The Capital Investment Strategy will determine facility and infrastructure requirements to support a defined population, analyze and evaluate possible solution to shortfalls, perform economic analyses, determine environmental impacts, and recommend a course of action for solving the deficits consistent with the Long Range Development Plan. A Companion Criteria Document and minor amounts of training will also be required. Options to be included are Environmental Assessments, Historic Buildings Utilization Study, and Commander's vision documents. Information gathering, analysis, and presentations will be required for end products and related Real Property Master Planning work. Firms desiring consideration must have a sound knowledge of Army master planning and be familiar with the automated Program Administration and Execution (PAX) system. ** 3. SELECTION CRITERIA: See Note 24 for general process. The selection criteria in descending order of importance are: ** a. Specialized experience in the type of work described in Project Information. ** b. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. ** c. Capacity to accomplish the work in the stated contract period and to dedicate one person in the following disciplines: electrical engineering, mechanical engineering, civil engineering, environmental engineering, traffic engineering, cost estimator, historic architect, landscape architect, architect, CADD operator, and geographic information systems specialist and two personnel as planners. ** d. Professional qualifications of key management and professional staff members. ** e. Extent of participation of SB, SDB, WOB, historically black colleges and university and minority institutions in the proposed contract team, measured as percentage of the estimated effort. ** f. Location of the firm in the general geographic area of the project. ** g. Volume of DoD contract awards in the last 12 months as described in Note 24. ** 4. SUBMITTAL REQUIREMENTS: Firms desiring consideration must submit ONE (1) copy of SF 255 (rev'd 11/92) for prime and ONE (1) copy of SF 254 (rev'd 11/92) for prime and each consultant to the above address by 12 May 1995 to be considered for selection. DEPTH of PRIME and SUBCONTRACTOR personnel in EACH discipline must be shown in Block 4 of SF 255 and SF 254 to clearly identify the number of personnel in each firm and discipline.
