R - SCIENTIFIC, ENGINEERING & TECHNICAL SERVICES This synopsis is based on information provided in CBD Issue No. PSA-1198, page 4, dated Tuesday, October 11, 1994, and CBD Issue No. PSA-1262, page 3, dated Friday, January 13, 1995. The synopsis classification is hereby corrected to reflect Professional, Administrative, and Management Support Services (R) vice Architect and Engineering Services - Construction (C). The services are in support of the David Taylor Research Center Detachment, Bremerton, WA. Tasking includes engineering evaluations, technical analyses, and management support involving submarine silencing programs, machinery condition and analysis programs, ship silencing programs, trident acoustic monitoring program, submarine system maintenance monitoring and support program, and in the continuing development of the South East Alaska Acoustic Measurement Facility (SEAFAC). Additional support efforts may involve preparation of program documentation, presentation materials, program plans, acquisition strategies, and progress reporting for various ship silencing programs. A one year cost plus fixed fee type contract with four (4) one year options is anticipated. The estimated annual level of effort is approximately 38,000 manhours. A SECRET clearance is required. Contractor will be required to have a facility within the Bremerton, WA commuting area, or be capable of establishing such a facility within 30 days of contract award. Evaluation of offers will be based on Greatest Value criteria, including, but not limited to, Technical Capability, Personnel, and Management Capability, cost will not be as important as the technical factors combined.
