66 -- ENERGY BALANCE SYSTEM SOL 8130 POC Contact -- Karen Phillips (703)648-7372 (contact), Annamaria Ashworth (703) 648-7371 (CO) This procurement is anticipated to be non-competitive as Radiation and Energy Balance Systems, Inc. of Seattle Washington is the only know source for this type of equipment. Requirements include: Purchase of six Bowen-Ratio Energy Balance Systems to be used for measurement of actual evapotranspiration. The system must be capable of continuously measuring actual evapotranspiration in humid climates. The systems must possess unbiased gradients of air temperature and vapor pressure energy balance calculations. The system must use an automatic exchange mechanism for SEBS, to obtain unbiased gradients of air temperature (with the resolution of the temperature sensors mentioned above) and unbiased gradients vapor pressure (with a resolution of 0.2 kPa or better, depending upon the temperature senor used). In addition, the temperature-humidity probes offerd by must force omni direction aspiration and have double concentric cylindrical radiation shields to assure the measurement of true air temperature and humidity in full sun light. Vapor pressure errors due to condensation problems must not exist. Separate sensors shall be used for determining air temperature and temperature of the humidity cavity. This is absolutely essential for determining true air temperature and vapor pressure gradients. The temperature and humidity differences shall be measured between two heights. The apparatus to hold the sensors must allow height separations of up to 2.0 m and a minimum height that can be varied between 0.2 and 1.0 m above the underlying soil or vegetation surface. Provision shall be made for height adjustments, as may be required due to changing vegetation height. The system shall be fully automated to exchange sensor positions every 15 minutes (or other preselected time interval) with control from on-board data acquisition system. The data logger and control panel shall be housed in a weather tight box which is located inside a radiation shield. Data system and sensors shall be shipped prewired and programmed to immediately start operation when a battery is connected. The system shall be field tested for at least 24 hours prior to shipment. All sensors wires shall be shielded and enclosed in conduit for protection against animal and weather damage. The system shall be designed to operator from a 12 volt battery and a 53 watt solar panel with voltage regulator. Delivery of the equipment to Altmaonte Springs, Florida is anticipated to be completed within 60 calendar days after the contract award. Responses will be evaluated for the ability to provide the required equipment as described above.
