The Postal Service intends to negotiate on a noncompetitive basis with Symbol Technologies, Inc., under the terms of their GSA scheduls, to purchase 20 data collection devices and high visibility bar code laser scanners. The devices will be used to test the feasibility of utilizing laser scanner technology to measure transit times for military mail post offices outside of the U.S. Scanning of a Military International Dispatch Accounting System (MIDAS) label will allow measurement between the airmail terminal abroad and the soldier site. If this feasibility study is successful the project may be expanded, and additional units may be acquired. These devices are high visibility scanners, which can read bar codes in very bright light, and are capable of operating in a wide range of temperatures, from extreme cold, to extreme heat. The devices must be able to withstand the same types of conditions when in storage. Devices must be environmentally sealed against rain, sleet, snow or humidity. Application code has been developed; any proposed devices must be compatible with developed application and code. Companies possessing the capability to provide data collection devices and high visibility laser scanners comparable to the Symbol Technology devices (i.e., as described above; also, demonstrated capability to provid on-line support 24 hours/day, 7 days/week, via 1-800 number, to assist in trouble shooting/problem solving the devices proposed) should submit a statement of their interest and a capability statement that demonstrates this capability.
