the correct version of the presolicitation announcement that appeared
in the Commerce Business Daily on April 3, 1995. The U.S. Coast Guard
has a requirement for aircrew flyers coveralls in both male and female
sizes that have the design features of the U.S. Air Force (Type
CWU27P). The majority of the specifications in MIL-C83141A are
applicable to both male and female flyers coveralls. The U.S. Coast
Guard specification will only outline the MIL-C-83141A requirements
which are being replaced modified, deleted, or added. The U.S. Coast
Guard's Specification is only germane to the U.S. Coast Guard's
requirement and is not a modification to MIL-C-83141A. Other documents
that apply to this requirement are MIL-T-83193 24/4 Spun Nomex, Royal
Blue and ANSI/ASQC C1-1985, American National Standard, Specification
of General Requirements for a Quality Program. A total quantity of
5,885 male coverall are required. Male coverall sizes range from 32
thru 48 in short, regular, and long. The total quantity for female
sizes is 400. Female sizes range from 4 thru 20 in short, regular and
long. All coveralls shall be shipped to U.S. Coast Guard, Elizabeth
City, N.C. F.O.B. Destination. This requirement will be a one-hundred
percent total Small Business Set-Aside. The approximate issue date for
Request for Proposal (RFP) DTCG23-95-D-HAV011 is 6/2/95 with an
approximate closing date of 5/3/95. A firm fixed price contract is
contemplated. A Technical Data Package for the coveralls and Test Plans
and Procedures for preproduction samples shall be delivered 30 days
after contract award. The test report is due 15 days after
preproduction test completion. Delivery of all coveralls shall be 180
days after preproduction test approval. Request for RFP
DTCG23-95-R-HAV011 shall be submitted in writing to Commandant, U.S.
Coast Guard (G-ACS-2B/SD), 2100 Second Street S.W., Washington D.C.
20593 and shall reference RFP DTCG23-95-R-HAV011. Telephone and
facsimile request shall not be honored. For Minority, Women-Owned, and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT) Office of Small and Disadvantaged Business Utilization (OSDBU)
has a program to assist minority, women-owned and disadvantaged
enterprises to acquire short-term working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program(STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000
