BATTLE LABS AND LOUISIANA MANEUVERS (ACT II PROGRAM) BROAD AGENCY
ANNOUNCEMENT SOL DAAH04-95-R-BAA3. POC Contracting Officer, Janet
Lockhart (919) 549-4267. The U.S. Army Research Office (ARO) intends to
issue a Draft Broad Agency Announcement (BAA) for the Department of
Army's Advanced Concepts and Technology II (ACT II) Program. The BAA
requests proposals concerning demonstrations of technologies in areas
of interest to the U.S. Army Training and Doctrine Command's Battle
Labs and the Chief of Staff of the Army's Louisiana Maneuvers (LAM)
Task Force. The solicitation process to be utilized calls for the
initial submission of a 2-page concept paper. The concept paper will be
evaluated and, if the technology is judged highly relevant based on
criteria set forth in the BAA, the offeror will be invited to submit a
complete proposal. The ACT II Program is seeking proposals that will
provide mature technologies, prototypes, interfaces, software, and/or
systems for demonstration at Advanced Warfighting Experiments sponsored
by the Battle Labs or at annual General Headquarters Exercises
sponsored by LAM. Representative topic areas for which proposals will
be requested include: power sources; knowledge-based situational
awareness; soldier force protection; non-lethal technologies; enhanced
soldier mobility; modeling, simulation and training technologies
interface; military intelligence for brigade and below; Twenty First
Century classroom leader trainer, rapidly deployable mobile
communications and battle management systems; communications systems
modeling; improvements in lethality, survivability, mobility, and
sustainability of soldiers and systems; low-cost competent to brilliant
munitions concepts for deep operations and precision strike; improved
C4I for Army airspace command and control and deep operations;
synthetic environments and real-time targeting data integration for
synthetic theater of war; global 24-hour overhead surveillance and data
delivery; high energy laser technology concepts for theater missile
defense; total distribution system; logistics command, control
communications and automation, soldier and system sustainment; combat
service support training support; common constructive simulation
architecture; non-traditional signature detection in early entry
operations; early entry force communications and protection; an all
inclusive universal simulation/model; executive information system;
medical command and control system; and user friendly synchronization
management system for Joint Venture. Definitive topics will be stated
in the BAA. The final ACT II BAA will be available on or about 1 June
1995. The BAA will be available via hardcopy or from the Internet. The

requested to acknowledge your access to TRADOC or ARO so that a
complete mailing list is maintained. A pre-Proposal Conference is
planned for 8-9 May 1995 at the Holiday Inn, Hampton-Coliseum Hotel &
Conference Center, 1815 West Mercury Boulevard, Hampton, VA, Exit 263B
off I-64. You must register in order to attend. The conference
pamphlet and registration form may be obtained by either accessing the
draft BAA on the Internet or electronic mail to
SHAFFERB@monroe-emh1.army.mil or in writing to Commander, US Army
Training and Doctrine Command, ATTN: ATCD-B (Ms. Overton), Fort Monroe,
VA 23651-5000. Cutoff date for registration is 21 April 1995. Those
requiring overnight accommodations should contact the Holiday Inn
(1-800-842-9370 or 1-804-838-0200) by 21 April 1995 and identify
yourself as attending the Pre-Proposal Conference. THERE WILL BE NO
WALK-IN REGISTRATION ACCEPTED. Whether or not you plan to attend the
Pre-Proposal Conference, you must submit your questions regarding the
Draft BAA in writing to HQ TRADOC, ATTN: ATCD-B (MAJ Shaffer) by 28
April 1995. Interested parties are encouraged to utilize the Internet
