A. Montoney, 513-296-8564. Establishment and Operation of DoD infrared
information Analysis Center (IRIA) to be awarded for a three (3) year
period with an option to exten for an additional two (2) year period.
Contractor shall be responsible for collection, review, analysis,
appraisal and summary of information related to research and
development of military applications of Infrared Research (IR),
Electro-Optics (E-O), and Electro Magnetic (EM) technologies within the
scope of IRIA. Primary users are scientists, engineers, and technicians
engaged in scientific and engineering programs for DoD. Other users
include other U.S. Gov't Agencies and their contractors and the Private
Sector consistent with security and other limitations on the Center's
information. Specific areas of interest include but are not limited to:
(1) targets, backgrounds and discrimination; (2) real and synthetic
aperture active/pasive imaging systems; (3) countermeasures; (4)
materials; (5) detectors and receivers; (6) active sensors including
radar; (7) optics and optical design; and (8) atmospheric physics.
Directly related topics include, but are not limited to, Automatic
Target Recognition (ATR), sensor and data fusion, Multi-Spectral (MS)
techniques, advanced focal plane technology, sensor hardening and
protection, night vision devices, lasers and directed energy systems,
optical communications, sensor data processing and algorithm
development, advanced processors, special purpose computing and low
observable technology. In addition, the contractor shall provide
support to the Infrared Information Symposia (IRIS). The contractor
must have the capability to prepare authoritive technical reference
works including software, databases, technical handbooks,
State-of-the-Reports, critical reviews, technology assessments, and
respond to technical and bibliographic inquiries. The contractor who
operates the center will employ a full time resident staff,
knowledgeable in the subject areas and in those disciplines related to
the operational requirements of the center. Sources must have the
capability of a full-service information Analysis Center located in a
research and development laboratory with immediate access on a
part-time, as needed, basis to scientific and engineering expertise in
the range of subjects and disciplines within the Center's scope of
work and whose experts' primary assignments are research and
development in the required disciplines. The issue date for the
