286-6687. NASA/Goddard Space Flight Center (GSFC) intends to issue a
Request for Proposal (RFP)5-12016/218 on a sole source basis to Loral
Aerosys for flight operations of the Extreme Ultraviolet Explorer
(EUVE) Explorer Platform (EP). The contractor shall provide the
spacecraft operations, engineering, calibration, and on-orbit mission
support requirements of the Explorer Platform Payload Operations
Control Center. Specifically, the requirements for this effort are: 1)
establishing and maintaining a flight operations plan describing and
controlling all major aspects of EP flight operations; 2) supporting
the Software Development & Validation Facility; 3) supporting the
transition of EP flight operations from the current Multi-Sat Control
Center (MSOCC) environment, to a control center system based upon the
Mission Operation Division's Transportable Payload Operations Control
Center (TPOCC); 4) supporting the activities of the EUVE Extended
Mission Technology Testbed Program; and 5) supporting the activities
associated with the integration of computer-based systems designed to
enable the reduction of flight operations staff through the automation
of select routine functions. NASA Headquarters authorized an extended
mission phase for EUVE. Loral is uniquely qualified due to its
experience and expertise in flight operations on the EUVE mission. Due
to the nature of the effort, it is imperative to have a sustained,
mission-unique operational heritage in order to secure safe and
successful operations in the future. Pursuant to 10 U.S.C. 2304(c)(1),
Only One Responsible Source, NASA/GSFC intends to issue a sole source
cost-plus-incentive-fee, mission contract to Loral Aerosys with an
anticipated two-year basic period of performance and a one-year option.
All responsible sources desiring consideration are requested to fully
identify interest and capabilities within fifteen (15) days of the date
of publication of this synopsis to the GSFC office and individual noted
