(205) 955-1187. The U.S. Army Space and Strategic Defense Command
(USASSDC), Targets, Test and Evaluation Directorate, is seeking
industry capabilities for Theater Missile Defense (TMD) Critical
Measurements Program (TCMP) booster launch services in support of the
Ballistic Missile Defense Organization (BMDO) Consolidated Targets
Program. The TCMP Campaign 3 and 4 booster launch services effort will
involve booster preparation, payload integration and launching of four
Castor IVB systems which boost payloads from Wake Island into reentry
points near the Kwajalein Missile Range (KMR). Two campaign 3 launches
will be conducted in second quarter Fiscal Year (FY) 1998 and two
campaign 4 launches will occur eighteen months later. An option for two
additional launches will also be included. Since the campaigns, and
flights within a campaign, are designed to progressively increase in
complexity, it is imperative that all six booster systems have the same
configuration and perform in a similar manner. Booster performance
commonality will be required to maintain experimental control of
variables and traceability of faults. The government will provide the
payloads and boosters as government furnished property (GFP) and
anticipates using the Castor IVB or Castor IVB XL as the booster for
these campaigns. Additionally, the government will provide facilities,
shipping, and selected ground handling, launch and support equipment
at Wake Island. The contractor will be required to provide shipping
preparation, receiving, inspection, and handling of test hardware, test
articles, and instrumentation to be used during integration and flight
testing at Wake Island. The contractor shall perform the required
mission simulation, analyses, program planning, implementation of
booster modifications, and integration and testing that is necessary
for flight operations from Wake Island. A SECRET facility clearance
will be required for this effort. It is anticipated that foreign
participation will not be allowed. Interested firms should submit a
summary of their qualifications and a letter indicating their intent to
submit a proposal within fifteen (15) days of the publication date of
this notice. Such letter should be addressed to USASSDC, ATTN:
CSSD-CM-MN/Dianne Trimble. Firms responding are requested to include
the necessary security information regarding their facility clearance
and indicate whether they are a small business, small disadvantaged
business, educational institution, other non-profit organization or
large business. The applicable SIC code and size standard for this
