366-6182 The above stated due date represents the anticipated due date
of your proposal once the RFP is issued. This date is an estimate. The
due date of proposals to the RFP will be shown on the face page of the
RFP when it is issued. The FHWA anticipates awarding an indefinite
quantity cost-plus-award-fee task order contract with a base period of
24 months and three 12 month option periods (total contract
performance not to exceed 60 months) for the types of services
described herein. The FHWA anticipates awarding award multiple
contracts from the RFP, although the FHWA reserves the right to award
only one contract. Those parties interested in receiving a copy of the
RFP must state so in writing to this office. Telephonic and facsimile
requests will not be honored. Include with your letter two
self-addressed gummed labels. These labels should have the RFP number
written in the lower corner. The work required under this project is
designed to provide the FHWA with a mechanism to continuously support
and serve its traffic management, traveler information and ITS
deployment topics, issue papers, briefing materials and case studies on
the state-of-the- practice, seminars, technical support networks,
specialty conferences/workshops/symposia, focus group meeting on
special issues, and the preparation of a newsletter and/or articles and
computer-aided instructional tools. Specific contract requirements are
as follows: (1) To advance FHWA activities for traffic management, and
traveler information through a continuous contractor(s)-aided program
of technical services, technical studies, and technology transfer; (2)
To develop and refine the tools and information needed to help FHWA
formulate policy and/or legislative positions on traffic management,
traveler information, and ITS initiatives; (3) To establish a
peer-to-peer technical assistance program that would enable experts to
meet with less- experienced transportation professionals to help
facilitate the applicatin of traffic management, traveler information
measures, and ITS initiatives; (4) To investigate, summarize, organize,
and disseminate information as appropriate to support the traffic
management and ITS technology transfer, technical service, and policy
development efforts of FHWA; (5) To develop a workshop that utilizes
interactive computer-aided instructional tools to demonstrat the
applicationand effectiveness of traffic management measure; and (6) To
provide market research, outreach, and information sharing on traffic
management, traveler information, and ITS initiatives. These
activities fall within four categories: program support and special
studies, applications outreach and marketing, computer-aided
instruction projects, technical support and technology transfer. In the
course of furthering the above activities, the contractor will analyze
technical and programmatic issues and provide suggestions,
recommendations, and support to the government. The contractor may also
be required to work with FHWA partners involved with traffic
management, traveler information, and ITS to support and coordinate
activities. These partners may include the Institute of Transportation
Engineers (ITE), the Inteligent Transportation Society of America (ITS
America), and the American Society of Civil Engineers (ASCE). All
decision making and program management authority, however, will remain
with the government. Due to the potential size of this project (up to
350 staff months per year) a small business plan will be required from
all large businesses. In addition, the FHWA encourages the use of Small
Businesses, Small Disadvantaged Businesses and Minority Institutions
including Historically Black Colleges and Universities, Hispanic
Serving Institutions, and Native American Institutions of Higher
Learning under the contract. All responsible sources may submit a
proposal which shall be considered by FHWA. The requestor's DUNS number
