Bordone, 703/875-1410 The U.S. Agency for International Development (USAID) is requesting applications for a cooperative agreement for the Office of Population, Family Planning Management Development Project. Through this competitively awarded cooperative agreement, USAID will provide funding for a program of technical assistance and related support in the area of management and institutional development to developing world family planning and reproductive health institutions and their management staff. The goals of this program focus on enhancing the freedom of individuals in less developed countries to choose voluntarily the number and spacing of their children; and encouraging a population growth rate consistent with a country's goals for economic and social development. The main purpose of the program is to promote institutional development and strengthen the management capabilities of public and private family planning and reproductive health organizations to improve the quality, coverage and sustainability of their services. The program that Applicants propose should be worldwide in scope with particular emphasis on the joint programming countries identified in the Population, Health and Nutrition Center's draft Joint Programming and Planning Country (JPPC) strategy. To carry out program activities, the Recipient should have a core and field staff of experts knowledgeable about and experienced in: management theory and practices appropriate for the developing world; applications of appropriate information technologies; family planning and reproductive health service delivery activities; development and dissemination of practical management intervention materials; qualitative and quantitative evaluation; and sustainability issues. The Recipient will be expected to be or become a ''learning organization'', that is, to: quickly adapt to new concepts and ideas; be innovative in its approach to meeting new challenges and implementing activities; create the programmatic results expected; and develop a staff which is continually learning. The Recipient will be expected to transfer this concept and approach to all institutions to which it provides assistance.
