RELATED SERVICES AT NAVY AND MARINE CORPS INSTALLATIONS IN CALIFORNIA

indefinite quantity (IQ) firm fixed price contract. Services are
required for the preparation of National Environmental Policy Act
(NEPA) and/or joint NEPA/CEQA (California Environmental Quality Act)
documentation including Environmental Impactr Statements (EIS),
Environmental Assessments, Initial Studies and Decision Memorandums,
cultural and biological studies and field surveys; land use, noise,
traffic and air quality studies; facilities siting and planning
studies, including project documentation, utility studies, cost
estimates, economic analyses, preliminary hazards analyses, and
equipment lists; master planning studies with emphasis on Navy and
Marine Corps aviation, base realignment and closure related planning
and environmental studies; and environmental compliance studies and
related services. Microstation/Integraph mapping using GIS/GPS and
aerial photography may be required. Additional work that could occur
under this contract include, but are not limited to: aerial
photography, electronic master plans, digitizing of floor plans,
integration of computer subsystems, general development maps,
modifications to existing digitized station and utility maps, land
surveys and real estate maps, airfield pavement use guides, airfield
capacity analysis, fuel capacity analysis, air space obstruction
analysis; OSHA, ADA and other regulatory agency requirements analysis,
utility and communications studies, traffic and security studies,
security master plans, and similar facilities studies. Additional
efforts may include, hazardous material/waste stream analysis,
industrial sewer study and corrective project documentation, air
conformity analysis, biological assessment and mitigation plans,
cultural investigations and curations, storm water testing, categorical
exclusions for various air station functions, programmatic
environmental documentation for routine and recurring actions, computer
data baseline for environmental tracking, environmental controls for
engine test cell study, air pollution point source emissions reduction
study, permit application support, testing of drinking water, lead in
water analysis and recommendations, lead based paint survey, water
conservation survey and report, energy conservation survey and report,
land use management plans, documentation of historical buildings, and
similar related actions. The geographic area of the projects shall
include California and Arizona. The estimated start date is August
1995. The term of the contract will be for a period of one year from
the date of contract award with an option to the Government to extend
the term for an additional one year period for the same basic
professional skills. The toal fee that may be paid under this contract
will not exceed $250,000 per year. A minimum contract amount of
$12,500 is guaranteed for the contract should no work be ordered under
this contract. The individual delivery order limitation may not exceed
$150,000. Negotiatons will be conducted for hourly rates for each
discipline required, overhead, profit and other cost elements. For each
speific project, negotiations shall be conducted based on the effort
involved. The selected contractor will be subject to an advisory audit
performed by the Defense Contract Audit Agency (DCAA). The following
evaluation criteria, in descending order of importance, will be used in
the evaluation of prospective firms: (1) Recent specialized experience
and technical competence of the project team on studies for projects
of a size and type commensurate with those envisioned for this
contract. Staff and key experise and experience in (a) preparation of
Navy/Marine Corps aviation facilities EIS documents and related
environmental planning disciplines and associated federal, state and
local laws and regulations, and (b) Navy/Marine Corps aviation
facilities master planning and siting including related studies and
field investigation. (2) Professional qualifications of the firm and
subconsultants in the above required services, with emphasis on
experience interfacing with federal, state and other regulatory
agencies; and demonstrated knowledge of and experience with, program
and regulatory requirements applicable within California and Arizona.
(3) Ability of the firm to accomplish the contemplated work as
demonstrated by the impact of this workload on the firm's permanent
staff and projected workload during the anticipated contract period.
Provide specific experience and related time frames to accomplish
similar contracts. (4) Past performance on contracts with government
agencies and private industry in terms of cost control, quality of work
and the firm's history of successful compliance with performance
schedules. (5) Location in the general geographical area of the project
sites and knowledge of the locality of the project. Those firms which
meet the requirements described in this announncement and wish to be
considered, must submit an SF254 and SF255. One copy of each is to be
received in this office no later than 4:00 P.M. on 16 May 1995 or the
30th calendar day after the date of appearance of this announcement in
the CBD, whichever is later. Should the due date fall on a weekend or
holiday, the SF254 and 255 will be due the first workday thereafter.
SF254's and 255's received after this date and time will not be
considered. Indicate Solicitation No. N68711-95-D-8355 in block 2b of
SF255, DUNS, CAGE CODE and TIN number in block 3, FAX number (if any)
in block 3a, prior names your firm has used in the past three years,
including parent company, branch offices, affiliates, associations and
subsidiaries in the appropriate block, amount and date of all DOD fees
awarded during the last two years in block 9, and discuss why the firm
is especially qualified, based on the synopsized selection criteria
elements listed above, in block 10 of the SF255. All information must
be included on the SF255 (cover letter and other attachments will not
be included in the evaluation process). Use block 10 of SF255 to
provide any additional informaton desired. THIS IS NOT A REQUEST FOR
PROPOSAL. Telegraphic and facsimile SF255s will not be accepted. Site
