Sunday, Contracting Officer, 301/443-6550 The Public Health Service has a requirement to provide support for the operations of the National Reporting Program in the areas of A) Computer Analysis for use in Data Reporting and Dissemination, B) Data Base Management Support, and C) Statistical Methodology and Application. The National Reporting Program conducts nationwide organizational inventories and sample patient surveys to obtain data on the numbers and characteristics of organizations providing mental health services and the clients they serve. The successful offeror must demostrate 1) proficiency in statistical applications (e.g., SAS), and programming languages (e.g., FORTRAN), on both mainframe and personal computer (PC), in both database management and complex statistical applications, using large-scale databases; 2) expertise with local area networks and in managing an integrated set of PC's; 3) a management plan with quality control procedures and demonstrated corporate experience in managing similar projects; and 4) availability of qualified technical staff and adequate equipment (hardware) and software. This requirement is being set aside for small businesses. The period of perfomance is for one year plus two option years.
