Request for Proposal (RFP) due 1 May 95 for the Engineering,
Development and Sustainment (EDS) Contract. This notice follows a
Sources Sought Synopsis for EDS published 6 Jul 94. EDS will be a full
and open competion. The Air Force proposes to contract for services to
provide systems engineering and implmentation of engineering change
proposals, support deployable space test operations; provide
maintenance, supply, and training support; and perform proactive
management control of these efforts all in support of a space test
infrastructure for Detachment 2, SMC at Kirtland AFB, NM. The period of
performance of the proposed contract is a 1 year basic effort
commending 4 August 1995 with four option years to continue the
services called for in the Statement of Work for an estimated total
period of performance of 62 months. Implmentation of engineering change
proposals will be individually negotiated and added to the contract.
The type of contract will be Cost-Plus-Award-Fee. All personnel
supporting this contract on site must be United States citizens and
possess a Secret clearance. In addition, the successful offeror must
possess a Top Secret Facilities Clearance and be able to provide at
least ten personnel to support deployable systems and mission equipment
maintenance with favorable Single Scope Background Investigations
(SSBI) dated no later than 01 Oct 92. The EDS place of performance is
primarily at Kirtland AFB, NM, with other locations being Flcon AFB, CO
and worldwide deployments. If you have already responded to the Sources
Sought Synopsis, dated 6 July 1994, or have attended any of the
industry conferences or one-on-one discussions relative to this
acquistion, then you will automatically receive a copy of the RFP and
need not respond to this announcement. Potential offerors newly
interested in this acquisition are encouraged to respond to this
notice. Eligibility for participation in this acquisition depends on a
