looking for the services of a U.S. Firm/Institution to implement its
national assembly component program under the Democracy Enhancement
Project (DEP). The purpose of the contract is to increase the
efficiency and efficacy of administrative, operational and technical
systems in both chambers to better define and improve the performance
of their legislative, oversight and constituency functions. By the end
of the contract, USAID expects the following outputs to have been
achieved: a) both chambers will have designed and implemented a
streamlined procedure for handling the initiation, review, analysis and
approval of legislation, including agenda-setting and prioritization;
b) both chambers will have redesigned and implemented their committee
systems and upgraded their technical staff to support them; c) both
chambers will have reorganized their administrative support structures,
and upgraded (by employmentand training) their administrative
personnel; d) a small legislative reference service will have been
established for use by both chambers; e) basic office furniture and
information equipment will be provided to both chambers, and an
adequate locale secured for the senate; f) improved mechanisms will be
designed and implemented to factor citizen concerns and popular
participation into the policy deliberation process; g) techniques will
have been introduced for better handling internal conflicts,
especially concerning relations within and between different party
factions; h) through technical assistance, both chambers will have made
provision for a resource base for communal councils. The tasks to be
undertaken to achieve these objectives are set forth in the following
sections. The contractor will serve as the primary implementing agency
for the national assembly component of the project. The contractor
will provide the following inputs: a) long-term TA: the contractor will
provide one resident advisor for approximately four years to assist in
achieving project objectives. This advisor should be a specialist in
legislative operations and organization. S/He will provide technical
input and manage the implementation of all activities included in this
component; b) short-term TA: based on annual work plans which will be
developed in close consultation with USAID/Haiti and key Haitian
players, the contractor will provide approximately 7 months of
expatriate and 9 months of Haitian short-term consulting assistance.
This assistance will be supplied over a 4 year period in support of
project objectives; c) in-country, third country, and U.S. training:
also following the consultative annual planning process, the contractor
will provide and/or arrange for provision of approximately 10 person
months of U.S. and\or third country training or observation tours, and
approximately 140 months of in-country training; d) supportive
commodity procurement: the contractor will undertake commodity
procurement of office, training, and information management equipment
and supplies to support the immediate needs of the national assembly
and to equip the contractor's Port-Au-Prince project office. In
addition to and/or complementing the subcontracting requirements stated
below, no less than 10 percent of the total value of the contract will
have to be subcontracted to Gray Amendment Entities (U.S. socially and
economically disadvantaged, including women-owned businesses;
historically black colleges and universities; U.S. colleges and
universities with at least 40 percent Hispanic American students; and
U.S. private voluntary organizations controlled by socially and
economically disadvantaged individuals, including women.) To help
identify potential subcontractors, a list of all organizations
requesting a copy of the solicitation will be sent with each
solicitation document. Organizations are encouraged to indicate whether
they are Gray Amendment entities when requesting the solicitation and
may indicate that they do not wish to be included on the list. By
providing the list, AID does not endorse the listed organizations as
being capable of carrying out the activity, nor does AID verify the
claimed status of the organizations. Necessarily, the list will contain
the names of only those organizations known prior to the issuance of
the solicitation document. Proposals shall include plans reflecting no
less than 10 percent subsontracting with above-defined entities.
Proposals not including such plans will be considered non-responsive.
Subcontracting with small business concerns and socially and
economically disadvantaged entities: AID encourages the participation
to the maximum extent possible of U.S. entities that are small
businesss concerns, small disadvantaged business concerns, including
women-owned concerns, historically Black colleges and universities,
colleges and universities whose student body is at least 40 percent
Hispanic American, and private voluntary organizations controlled by
socially and economically disadvantaged individuals including women in
accordance with Part 19 of the FAR and Part 726 of the AIDAR. It is
anticipated that the prime contractor will make maximum practicable use
of such entities. Subcontracting plans should be included in proposals
submitted. USAID/Haiti anticipates issuing the solicitation for this
procurement on/or shortly after April 17, 1995. Copies may be obtained
