Myers at (404) 842-6791 The National Centers for Disease Control and Prevention (CDC) contemplates award of a cost plus award fee type contract to obtain technical assistance in the establishment and monitoring and evaluation of an operational cost recovery system in the Central African Republic (CAR). More specifically, the successful offeror shall be required to review activities, analyze current information, and provide recommendations as to the development, implementation, and monitoring of specific subcomponents of the Global Implementation Plan for cost recovery in CAR. Such subcomponents include: a public awareness campaign; financial management systems; training plans for financial management, drug management, and health service delivery; plans to train village health and hospital advisory committees; and a monitoring and evaluation plan which incorporates a supervision system, assessment and refinement of an impact evaluation system, operations research, and an analysis of cost recovery data. Contract performance will cover twenty four (24) months and will require significant in- country contact. Only offerors who can demonstrate experience in health care financing in African countries will be considered for award.
