Pre-solicitation: The Iowa National Guard wishes to contract for Air Sparging/Installation Bioventing System. The project will be located at the Iowa Air National Guard Base, Sioux Gateway Airport, Sergeant Bluff, Iowa. The work consists of but is not limited to the furnishing of material, labor and equipment to remove three 25,000-gallon underground storage tanks and remediate fuel contamination. The underground storage tanks will be removed with associated supporting facilities (pump house, transfer station, generator and shed, transformer and pad, piping, 560 feet of storm sewer). Contaminated soils and groundwater will be treated in-situ using air sparging and bioventing. Remediation consists of the installation of approximately 15 to 20 air injection (sparging) wells to a depth of 70 feet, and 8 to 10 soil vapor extraction wells to a depth of approximately 20 feet. The wells will be connected to headers which will lead to a central building where an injection pump will supply sparging wells, and a vacuum pump will draw air from extraction wells. The estimated construction cost of this project is $1,000,000 to $5,000,000. The IFB packet will be issued under solicitation number DAHA13-95-B-0006. The estimated completion time is 120 days. Interested concerns should as early as possible, but not later than 15 calendar days after publication of this notice, indicate interest in bidding as the prime or as a subcontractor on the project, evidence of capability to perform including references for similar work with contract numbers, points of contact, and telephone numbers, and if appropriate a positive statement of eligibility as a small socially and economically disadvantaged business concern. In addition, dollar amount of current construction bonding capability is required. The Contracting Officer will utilize the information received to make a decision to issue this solicitation as set-aside for Small Disadvantaged Business (SDB) or as ``UNRESTRICTED'' without further notice. Therefore, replies to this notice are requested from all interested business concerns as well as from SDB concerns. Replies must indicate the firm's size status such as large business, small business, small disadvantaged business, or 8(a). The Standard Industrial Classification (SIC) Code is 1799. The applicable small business size standard including affiliates is no more than $7 Million average annual revenue for the previous three years.
