58 -- SUBMARINE BASEBAND SWITCH SOURCES SOUGHT POC Laura Eubank, 03-33K, 703-602-0641 or Lisa Phillips PMW 173-21B, 703- 602-5809. Synopsis No. 33. Procurement of Multi-Band Commercial/Government Off-The-Shelf (COTS/GOTS), Non-Developmental Item (NDI) submarine Baseband Switch (BBS) System. The Space and Naval Warfare Systems Command (SPAWAR), PMW 173, is seeking information on potential sources of state-of-the-art equipment for the automation of SSN 688 class submarines. SPAWAR intends to procure circuit switches and/or packet switches for the submarine BBS system. This system has been termed the submarine Baseband Switch System (BBS). Switching sub-systems shall be controllable via Simple Network Management Protocol, Version 1 (SNMPv1), using either a local or proxy agent. The submarine BBS system shall be based on an open system architecture (OSA) and shall be non-blocking (i.e., within one interface class, any input shall be able to be connected to any output). The system shall provide multicast services, allowing a single input to be connected to multiple outputs. The system shall include a default mode of operation to support communications in the event of a circuit switch failure. The Integrated Network Management hardware and software will be procured separately by the Navy. The BBS system must meet the environmental, reliability, and maintainability characteristics of the host submarine. Within its OSA, the submarine BBS must include the capability for growth and the addition of new interfaces to new equipment. The number of I/O ports required for each of the four interface classes are as follows: (1) Red Audio - 11 I/O ports, (2) Red Digital - 90 I/O ports, (3) Black Audio/Analog - 30 I/O ports, (4) Black digital 93 I/O ports. Additional design goals shall be to provide a Built in Test (BIT) capability, a Mean Time Between Operational Mission Failure (MTBOMF) that exceeds 1500 hours, and be mountable in 19 inch racks. Total system weight shall not exceed 800 pounds. The Government intends to procure 12 systems in FY96, 16 systems in FY97, and to continue planned annual procurements thereafter until the entire submarine fleet is equipped with the BBS system. If potential sources exist, the performance requirements of the submarine BBS System will be documented in a performance specification and released to industry for review and comment. Potential sources may be visited by Government personnel for a capability demonstration. Interested parties may retrieve information on the Government s prototyping efforts thus far, including documentation and configuration requirements from the SPAWAR Bulletin Board. The SPAWAR electronic bulletin board may be accessed from PC or MACINTOSH computers by calling (703) 602-9494. The Bulletin Board operates at 14,400 BAUD with a setting of 8:N:1. The file will be in WordPerfect 6.0 format. The file will be compressed by a shareware program, PKZIP 2.04G. The file name will be BBSW.ZIP. To download this file, the prospective offeror will need at a minimum, PC or MAC with modem emulation software that supports VT100 or ANSI standing, a modem that operates between 300 bps - 14.4K bps and a minimum of 1.5 MEG free disk space. Prospective offerors are required to supply the name and address of their company, the Point of Contact's name and phone number on the on- line questionnaire in order to be placed on the RFP's Bidders List. All others are also requested to optionally provide answers to a questionnaire on electronic contracting The bulletin board will be available 24 hours a day, seven days a week. However, as the demand may be heavy, it may be necessary to call repeatedly or on off hours. If any assistance is needed regarding use of the BBS, please contact Mark Gurganus at (703)602-1842. Interested parties should upload their questions to the DRAFT RFP File Library, and the file name must contain BBSW plus three other characters of their choice, example BBSWSYS.XXX. Requests for detailed drawings may be made by writing to the address referenced below. The information will be made available on or about 14 April 1995. No questions will be answered and no information will be provided via phone. Since Small Business (SB), Small Disadvantaged Business (SDB), and 8(a) firms are a major concern of SPAWAR, all respondents should indicate their status as a SB/SDB or 8(a), or the extent to which they could include SB/SDB or 8(a) as a significant part of a resultant procurement. Interested firms are invited to submit four (4) copies of qualifying information within thirty (30) days from the date of this publication. The qualifying information should include brochures, drawings, and other substantive information demonstrating the contractor's ability to provide the aforementioned requirements. In addition, the responses should include the following information on the systems or model: a brief system overview, a functional diagram, critical performance parameters, single unit production cost estimate and anticipated learning curve, estimated production lead time in months after receipt of order, and recommended logistics concept to include sparing requirements, training concept, and maintenance concept. Proprietary data submitted in response to this synopsis will be protected when clearly identified as such. A procurement resulting from this synopsis will be separately synopsized in the CBD and will appear on the SPAWAR Bulletin Board (see aforementioned instructions). This is not a Request for Proposal (RFP), nor does the Government intend to pay for information solicited. Acknowledgement of receipt will not be made and telephone inquiries will not be accepted. Submissions must reference this synopsis on both the enclosures and the mailing envelope.
