66 -- AUTOMATED SAMPLE OXIDATION SYSTEM SOL C500309T1 POC Contact Point, Raoul D. Scott, (513)366-2071, Contracting Officer, Raoul D. Scott, (513)366-2071 The USEPA plans to negotiate a sole source, firm fixed price contract with the Packard Instrument Company a fully automated sample oxidation system, Model 387 System, and an integrated instrument cart. The instrument requirements are: 1) shall operate with 110 VAC 50/60 Hz, 2) shall have a sample capacity of at least 75 samples, 3) shall be capable of performing double labelled (i.e., 3H and 14C) sample preparations, 4) shall have robotic actions that include sample input, scintillation vial placement, loading and vial recapping, and return vial to proper position on storage rack, 5) shall conduct sample oxidation using noncatalytically assisted flame combustion, 6) shall be capable of handling sample sizes of up to 1 gram, 7) shall monitor key aspects of instrument performance, for example, reagent fluid volumes, presence and position of components and is capable of automatic shutdown under less than optimal conditions, and 8) shall be capable of automatic cleaning between each sample preparation. The instrument cart shall provide: 1) adequate surface area for instrument (38 inches - width x 35 inches - depth), 2) a custom design to safely support instrument, 3) additional surface area for work space, 4) shelf space for storage of supplies and spare parts, and 5) casters equipped with brakes. Acquisition shall include: 1) delivery and set-up of an off the shelf commercial available system, instrument cart and an instrument service manual F.O.B. destination, the ERL-Duluth research facility, within 90 days of contract award, 2) provide an on-site technical/service representative to install equipment and ensure instrument is operating correctly (turn-key setup), 3) provide a short duration (approximately 6 hours) on site, introductory course on the instrument operation, and 4) provide the current commercial one year product warranty period on the instrument. The warranty period begins the first day following the Government's acceptance of the device. The contractor shall be capable of providing/performing preventive and remedial equipment diagnostic and repair services on-site (ERL-Duluth) and include at least two (2) scheduled preventive maintenance visits by a company technical/service representative during the one (1) year product warranty period. Any firm which is capable of meeting these requirements may submit technical documentation to establish that it can furnish equipment which is fully compliant with the requirements stated above. Only those firms which can submit such technical documentation, within a reasonable time from publication of this notice, as determined by the Contracting Officer, will be considered. Failing receipt of such proof, within a reasonable time as determined by the Contracting Officer, USEPA will proceed to negotiate with the Packard Instrument Company for the cited equipment.
