rolls (approximately 40 million square feet) of reinforced plastic
sheeting to be used following a disaster to provide temporary roofing
for damaged homes and businesses. The following are the anticipated
Technical Specifications to be included in the solicitation. Technical
Specifications: Material: Polyester reinforced polyethylene plastic
sheeting. Coating Color: beige one side/white one side, or White one
side/blue one side. Finish Size: 20' wide X 100' long rolls. Seams: If
seamed material, seams must be heat sealed, smooth and fully adhered
throughout their length and shall be free of puckers and air pockets.
Testing Specifications: Original Materials Test: Tensile Grab Strength:
minimum 140 lbs./inch warp, minimum 130 lbs./inch fill ASTM D-751. Tear
Strength: 40 lbs. minimum warp and fill ASTM D-751 (method B). Mullen
Burst Strength: 250 p.s.i. ASTM D-751. Seam Strength (Tensile): 135
lbs. ASTM D-751. UV Resistance: 80% Strength Retained G 23 (200 Hrs).
Low Temperature: -40 degrees F. ASTM D-2137. High Temperature: @ 160
degrees F. Method 5872 (Fed. Test Std. 191A). Hydrostatic Resistance:
25 cm minimum ASTM D-751 (Method B). Flame Retardancy: Vertical, Sect.
3 CPAI-84 (Sec. 7). After Weathering Test: 200 hours of weathering (or
equivalent): 80% strength retained. Tensile Grab Strength: 112lbs./inch
warp, 104 lbs./inch fill ASTM D-75;. Flame Retardancy: Vertical, Sec.
3 CPAI-84 (Sec. 7). After leaching: Vertical, Sect. 3 CPAI-84 (Sec. 7).
After weathering: Vert. Sect. 3 CPAI-84 (Sec. 7). Independent Testing:
Vendors interested in participating in the bidding process will be
required to provide with their bid, certification from an independent
testing laboratory that their products meet or exceed the above
specifications. FEMA anticipates awarding multiple contracts in order
to fill this requirement. It is anticipated that the contract(s)
awarded will include liquidated damages and/or incentive clauses. This
is a 100% small business set-aside under SIC code 3089 (500 employees
or less). It is anticipated that sealed bid procedures will be used
under this procurement. The solicitation will be released on or about
