394-4593. Provide technical support level of effort to an office in the
Army Research Laboratory for a basic technology program. This involves
all aspects of Low Observable (LO) technology from understanding the
threat to field demonstrations of a potential application. Knowledge of
LO and Counter Low Observable (CLO) is necessary in all areas of the
electromagnetic spectrum for current Army systems. Test support to DoD
and contractor ranges is required in addition to basic video and
instrumentation. Basic LO training and support will also be required.
Each company requesting a copy of the subject RFP is required to
possess a facility clearance of Secret with a safeguarding capability
of Secret in order to obtain a copy of the subject RFP. The Cage Code
Number of your facility must be submitted with your request. All
requests will then be screened by this Agency through the Defense
Investigative Service (DIS); DIS must provide documentation of each
company's clearance and safeguarding level prior to the mailing of the
RFP. Therefore, a request for a copy of the subject RFP must be
received within 15 days of the publication of this synopsis. Offerors
may request this Agency to sponsor their participation in this process.
To do so, offerors must notify their cognizant Defense Investigative
Service Office by letter that they are requesting sponsorship by this
Agency. Furthermore, the request for the RFP must specifically identify
the need for sponsorship and the individual at the cognizant DIS office
who was contacted. In return, this Agency will then contact the
cognizant DIS individual to acknowledge the sponsoring activity. The
cognizant DIS office will be required to complete their screening of
the facility within 45 days. Offerors who are found compliant by DIS
will then be eligible to receive the subject RFP. Offerors who are not
compliant within the 60 day requesting and screening period will not
be eligible for further consideration. The successful offeror will be
required to meet additional physical security requirements stated in
DoD Directive 5210.48, DoD 5220.22-M and additional requirements
imposed by the program security officer as delineated in the RFP.
Failure to submit a Cage Code Number with the request for the
solicitation shall result in no further consideration in the
solicitation process. This requirement is 100% Small Business
Set-Aside. All responsible sources may submit a bid or proposal which
will be considered by the Agency. No telephone requests will be
