Removal and Disposal of two(2) underground storage tanks (UST) to include site restoration, under project number JLSQ 909636, 171ST Air Refueling Wing, Pennsylvania Air National Guard Base, Pittsburgh International Airport, 300 Tanker Road #4204, Coraopolis, Pa. The project includes but is not limited to providing all plant, labor, materials, equipment, supplies, transportation, supervision, and other necessary resources to clean remove and dispose of two(2) underground storage tanks, (UST)(one 15,000 Gal. fibergalss and one 500 Gal. steel tank). Associated work will include the contractor to perform the following as a minimum, site excavation, material segregation, tank draining and cleaning, tank and associated piping removal, backfill and clean-up, preparing manifests, and disposal of cantaminated soil(s). Perform inspection and sampling services, prepare and implement safety and health plans. Provide all necessary fill and surface material's, perform site assessment, to include photographs and analytical results. Contractor shall be a certified PaDER tank installer/remover. Analyze soil and groundwater for BTEX and PHC during tank removal. Contractor shall be responsible for securing all permits and work notifications, also have in place an established and approved confined space entry program, provide test reports, manifests, site protection, inspection and quality control. All work shall be accomplished in accordance with the applicable federal, state, and local regulations and the Pennsylvania Department of Enviromental Resources Technical Document (Closure Requirements for UST systems). Interested concerns should as early as possible, but not later than 15 calendar days after publication of this notice, indicate interest in bidding as the prime or as a subcontractor, evidence of apability to perform including references for similar work with contract numbers, points of contact, and telephone numbers, and a positive statement of eligibility as a small socially and economically disadvantaged business concern. In addition, dollar amount of current bonding capability is required. The contracting officer will utilize the information received to determine this solicitation be set-aside for small disadvantaged business (SDB) or as unrestricted without further notice. Therefore, replies to this notice are requested from all interested business concerns as well as from SDB concerns. Replies must indicate the firm's size status such as large or small business, small disadvantaged business, or 8(a). The Standard Industrial Classification (SIC) Code is 8744.
