574-6412 This is A request for proposal for the services to perform
maintenance and supply support activities on the M1 A2 Abrams tank, the
M113A3/M577A3 and the M88A2 recovery vehicles. These activities will be
performed primarily in Kuwait, for the above vehicles which are the
property of the Kuwait Land force. The period of maintenance and supply
performance will begin in Kuwait on April 1, 1996 and continue through
March 31, 1998. The contract will contain an option provision to
extend the period of additional years. The contractor will be required
to provide all Personnel; skilled, semi-skilled and unskilled. The
contractor will also be required to provide all common tools,
maintenance equipment, special tools, shop sets, lifting devices, test,
measurement and diagno stic equipment, all technical manuals, all
supplies (excluding repair parts) and services, and all mission Support
and administrative support vehicles necessary to perform the
maintenance and supply support activities required by the resulting
contract. The U.S. Government will provide the facilities and repair
parts to perform the contract. The technical manuals may be obtained
from the standardization documents order desk in Philadelphia, PA or
the Government printing office. Award will be made to A single offeror
on A fixed-price type of con Tract with a performance incentive. The
acquisition method will be a request for proposal with technical
proposal. Award will be made to the low responsible offeror whose
proposal is determined technically acceptable. A pre-proposal
conference will be Held approximately two (2) weeks after Solicitation
issuance in the Detroit metropolitan area. An on-site visit, limited
to two (2) people per offeror, to Kuwait by potential offerors may be
necessary. Offerors are urged and expected to inspect the sites where
the services are to be performed and to satisfy themselves regarding
all general and local conditions that may affect the COST of contract
performance. In NO event shall failure to inspect the sites con stitute
Grounds for A claim after contract award. Arrangements for the site
visit will be included in the requ EST for proposal. A valid passport
and A Government of kuwait visa are required to enter the country.
Attendan CE at the pre-proposal conference and the site visit to kuwait
will be totally at the offerors expense. See NOTE: None. All
