No collect calls will be accepted 11th Contracting Squadron, Bolling AFB, DC, intends to procure a Sole Source (Firm-Fixed Price) from the United Negro College Fund (UNCF), for one year, to provide comprehensive studies, credible analysis and technical and infrastructure assistance, i.e., providing faculty and administrator training in how to identify and apply for DoD opportunities in grants and contracts, building a strategic plan for institutional activism in small business opportunities, e.g., partnerships, to compete for Air Force contracts to Historically Black Colleges and Universities and Minority Institutions (HBCUs/MIs) to increase their knowledge of DoD's educational, technical assistance, research, and training programs. This is also to help in the development of partnerships between HBCUs/MIs and the Department of Defense. Any source responding to this synopsis must meet the following criteria: a) The contractor must have specialized experience in near and long term planning and management of programs providing technical and infrastructure assistance to HBCUs/MIs; b) Demonstrate knowledge of Defense Teacher Certification Programs, Defense Surplus Property Programs, Interservice Personnel Assignments (IPZA), and Student Fellowship Programs and other programs suited for HBCUs/MIs, both public and private; c) Demonstrate knowledge of long range financial planning, research, education, and training programs concerning federally mandated programs and grants; and d) Provide history of past performance on previous awards of contracts or grants for assistance in the development of infrastructures.
