Frame, Contracting Officer, (202) 634-4560 The U.S. Department of Energy intends to negotiate a fixed-price, Indefinite-Quantity contract with only one source, the Covey Leadership Center, Inc. under the authority of 41 U.S.C. 253(c)(1)-Only one responsible source. The Covey Leadership Center is the only known company with the exclusive right to market the training programs offered by Dr. Stephen R. Covey. The Department of Energy is undertaking an effort to implement throughout the Department, as part of the Department's implementation of Quality Management and Reinventing Government Initiative, training based on The Seven Habits of Highly Effective People and the Principle-Centered Leadership approach of Dr. Stephen R. Covey. The services shall include all materials and personnel for the delivery of approximately 44 workshops or courses related to Dr. Covey's copyrighted ''The Seven Habits of Highly Effective People,'' and, ''Principle-Centered Leadership,'' and, approximately 15,000 training related materials over a three year contract term.
