The Philadelphia Housing Authority (PHA) is seeking bidders for Phase 1 Comprehensive Modernization of Norman Blumberg Apartments. Norman Blumberg Apartments is a PHA public housing development located at 23rd & Jefferson Streets in North Philadelphia. The site, consisting of 8.5 acres with 510 apartment units in 2 family high rises at 18 stories, 1 senior high rise at 13 stories, and 15 low-rise rowhouses (2 and 3 stories), was officially opened in March 1969, although some units were rented by the summer of 1967. Phase 1 modernization work includes the complete renovation both inside and out of the 1515 Hemberger Way, 153 unit family high rise building, rehabilitation of the exterior of the 1516 Judson Way, 153 unit family high rise building, renovation of the site between these two buildings, replacement of the heating and hot water systems to all three high-rise buildings, and upgrading the site electrical service to 100 amps. Interior improvements to the 1515 Hemberger Way family high-rise will but not limited to kitchen renovations, replacement of all bathroom fixtures, the addition of showers, repair and painting ceilings and walls, insulation of exterior walls, repairs to roofing, new floor tiles, new doors, repair/replacement of window units, renovations to the heating and hot water systems, upgrading the electrical system to 100 amps, new trash chute and compactor, and modernization of the security system. The project will be bid in accordance with the Commonwealth of Pennsylvania's ``Four-Part Bidding Procedure''. Pursuant to the Separations Act, 53 P.S. Section 1005, as amended or 73 P.S. Section 1618, as amended, PHA shall require separate bids for general construction, plumbing and fire protection, HVAC, electrical, and exterior concrete and masonry repair, with the possibility of making a single or multiple awards to the lowest responsible bidder or bidders for each trade, where the specification involves construction erection and alteration of a PHA building and the total cost of the work exceeds $4000. Although under Four-Part Bidding Procedure'', all specification items shall be identified in one complete package. The bid category for each category shall be as follows: General Construction - Spec. 8595; Plumbing and fire protection - Spec 8596; HVAC - Spec 8597; Electrical - Spec 8598; and Exterior Concrete and Masonry Repairs - Spec 8599. NOTE: The estimated total value for Phase I Modernization is anticipated to be between $10 to $15 million dollars. NOTE: A non-mandatory Pre-bid meeting will be held at 10:00 A.M. on April 26, 1995 at Blumberg Community Room at the 1516 Judson Way family high rise. The site will be available for visits by appointment only, April 17, 1995 through May 5, 1995, Monday through Friday from 9:00 A.M. to 3:00 P.M. Prospective bidders must arrange site visits through Site Manager, Mr. Dennis Willis at (215) 684-4615. NOTE: Contract award can only be made to pre-qualified contractors. Although not a condition of bidding it is strongly recommended that a pre-qualfication package be obtained from the Pre-Qualification Dept., 4325 Merrick Road, Telephone (215)684-5700. NOTE: This is not a set-aside project, however, Small Minority, Woman-Owned, and Disadvantaged Businesses are encourage to bid. NOTE: A non-refundable fee will be charged for each package obtained. Currently this fee is $100.00 per package if picked-up at PHA - Contracts Department, 2012 Chestnut Street, Philadelphia, PA 19103 and $150.00 if mailed to a requester.
