Western Area Power Administration (Western) of the Department of Energy
plans to purchase by means of a sole source acquisition a single/three
phase Pulsar relay test set, Model 10E3T3G-1/60 for the Fort Peck
District Office from AVO Multi-Amp Corporation, 4651 S. Westmoreland
Road, Dallas, TX 75237-1017. The authority is stated in FAR 6.302-1, 41
U.S.C. 253(c)(1). PulseMaster software is the latest version of the
MasterTest software presently being used throughout Western. The
existing relay test files developed using the MasterTest software are
100 percent compatible running under the new PulseMaster software. The
existing relay test files are not compatible with any other vendor's
relay test sets or software. Western created all of the test files
using AVO Multi-AMP MasterTest software. To maintain these test files,
compatible equipment and software must be purchased. The test set
shall be furnished with three independent current and three independent
potential sources with phase-shifting capabilities. The test set shall
be capable of providing a three-phase, four-wire wye potential and
current sources for testing three phase protective relays. The test set
shall meet the following specifications: (1) The test set shall be
provided with an IEEE-488 General Purpose Interface Bus (GPIB) part and
an RS-232 interface port, (2) current, potential, frequency and phase
angle controls shall be independently adjustable. The LED display shall
show the control settings whether manually entered by front panel
controls or automatically by the controller, (3) harmonic generator
shall be capable of producing second, third or fifth harmonics of the
internal crystal oscillator, (4) the test set shall be furnished in a
portable, rugged enclosure to provide protection against shock and
vibration, (5) Three independent simultaneous variable current outputs
shall be furnished for the test set. Each current module shall be
furnished with four current ranges. Current amplitude shall be selected
either manually or by autoranging. All responsible sources may respond
to the synopsis and all such responses will be fully considered. No
solicitation document is available at this time; therefore, all
proposals submitted must contain sufficient technical data to
demonstrate the respondent's capability to meet the requirements. No
contract award will be made on the basis of proposals or other
information received in response to this synopsis. See Note 22.
