Warfare Center Training Systems Division (NAWCSTD) is planning to
provide qualified 8(a) firms with a draft specification and work
statement, as well as other selected draft sections of the upcoming
solicitation prior to formal release. The information contained in the
Draft Documents are for planning purposes only and does not constitute
a request for proposals. A Pre-Solicitation Conference is scheduled for
25 April 1995 begining at 9:00 o'clock at Marine Corps Air Station
(MCAS), Building No. 30, (Second Floor), Tustin, CA. Point of contact
at Tustin is Mr. Hong, Telephone: 714-726-5824. Provide Company Name,
Name of Person(s), Job Title, Visit Purpose, Arrive Date. (Purpose is
Pre-Solicitation Conference). The Aircrew Procedures Trainer (APT) will
provide training in cockpit familiarization, Flight Characteristics,
Operating Procedures, Mission Procedures for the UH-1N Aircraft will
include Night Vision Goggles (NVG) operation. The APT shall allow the
trainee to become proficient in recognizing malfunctions/abnormal
conditions and executing the appropriate emergency procedure. The APT
shall utilize existing UH-1N cockpit procedures trainers as Government
Furnished Equipment (GFE) and make maximum use of existing UN-1N
Weapons Systems Trainer Software and Visual Databases. All
Instructor/Operator functions shall be accessible from the Pilot
Station. The APT must be entirely contained in and be capable of
operating from no more than three military vans (MILVAN). APT#1 will be
delivered to MCAS New River, NC. An option for APT#2 for MCAS Futenma,
Japan. The period of performance is 24 months after contract award for
Device #1 and 6 months after exercise of option for Device #2. A
Competitive Procurement to obtain the APT is planned with contract
award scheduled for the Second Quarter of FY96. Competition will be
restricted to Small Disadvantaged Minority Owned, 8(a) contractors.
Interested concerns are invited to submit a written request for the
draft portions of the solicitation. Number of the standard industry
code is 3699 and employees is 750. Include in your response the size or
status of your company, e.g. large, small, small disadvantaged, 8(a),
etc. Firms should also indicate whether they are responding as a
potential prime or subcontractor. Firms are encouraged to attend the
Pre-Solicitation Conference. An existing APT will be available for
viewing and demonstrating. Requests should be submitted to Mr. Jim
Wilson at the above adress no later than 10 days after this notice has
