The United States Marshals Service (USMS) intends to enter into negotiations with Gavin de Becker, Inc., 11684 Ventura Boulevard, Suite 440, Studio City, CA 91604 to obtain two computer-based assessment programs. Gavin de Becker, Inc., is the creator of a computer based threat assessment program, which is entitled MOSAIC. One program will assess potential disruption of access to women's health clinics that provide abortions and/or abortion counseling. The second program will be utilized to assess potential risks to anti-abortion advocates and other public figures known to oppose abortions. It is anticipated that award of the contract will be on or about May 1, 1995, with projected delivery date of the both assessment programs on or about July 1, 1995. This notice is issued for information purposes only as the Government intends to solicit and negotiate with the one source listed above. Interested persons may identify their interest and capability to respond to the requirement by the dates specified above by submitting proposal for this effort. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 (fifteen) calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
