Weiss (202)646-3748 The Federal Emergency Management Agency is seeking
a source to: 1) develop documents which provide information, targeted
at each of various building occupancies, on how to incrementally
improve the seismic safety of their existing buildings, while
performing other maintenance or repair work. Prior to developing these
documents, the contractor will conduct a study to identify appropriate
building occupancies on which to focus and to determine the need for
the aforementioned documents by conducting informal surveys or by other
cost effective ways. Trade associations or other interested parties for
each of the various occupancies must be identified to participate in
development, endorsement, and distribution of the products. Based on
the findings, the contractor shall: 1) coordinate with the project
officer on how they propose to proceed, including how to involve the
trade associations in the development and distribution process; 2)
develop workshop materials for presentation of the above publications;
and 4) obtain constituency groups' commitment to adopt the
responsibility to carry out workshops and distribute publications
targeted at the various occupancies. Minimum capabilities include
documented evidence and expertise in the following areas: 1. Extensive
knowledge of seismic rehabilitation of existing buildings. 2.
Experience in writing non-technical documents based on highly technical
engineering information. 3. Experience conducting needs assessments. 4.
Background and experience in developing educational materials,
including documentation as well as audio-visual materials, and
developing workshops. Potential sources are invited to provide two (2)
copies of their statements of capabilities within fifteen (15)
calendar days from the date of this notice. Information furnished
should include: 1) The number and professional qualifications of
technical and other appropriate personnel; 2) Company experience
related to the proposed project; 3) A current financial statement; 4)
Other literature which demonstrates the minimum capabilities listed
above. The Government will not pay or otherwise reimburse respondents
for information submitted. Based upon responses received, the
Government reserves the right to set-aside any procurement that may
result hereunder for small or minority-owned businesses. If the
evaluation of the responses received concludes that none of the
responding firms have the necessary capabilities, then this acquisition
will become a Sole Sources Procurement to Building Technology, Inc.,
and no further synopsis will be issued. However, if one or more
responses received are determined to have the necessary capabilities,
then this acquisition will be re-synopsized as being available for full
