Indefinite delivery order contract for Archaeological and Architecture
Cultural Resources Services. The contract period will be for one year
from date of award with one one-year option to extend the contract.
The work can include Archeological Surveys, Testing, Data Recovery,
Artifact Analyses, Report Preparation, and Site Evaluation for National
Register Eligibility Determinations. The Architecture Services will
involve performing background research of records, historical and
archival literature, professional journals and production of overview
studies, bibliographies, synopses and National Register Nominations
forms, in support of work conducted to provide contexts for the
evaluation of Historical Architectural sites in terms of the National
Register of Historical Places criteria for evaluation and preparation
of National Register nominations. The majority of the work will be
located in El Paso, Texas, but could include south east New Mexico;
however, the contractor may be required to perform work outside of this
area. Responding firms must have expertise in New Mexican and
Southwestern Prehistory and History. Firms will be evaluated on the
following criteria in descending order of priority listed: (1)
technical quality of the research problem; (2) professional
qualifications of the staff and consultants to be utilized for this
contract; (3) capabilities of the firm and subcontractors to accomplish
the contemplated work within the required time, including past
performance on similar contracts; (4) price. The government makes on
warranty as to the total amount of services to be performed. This
proposed contract is being considered as a 100 percent Set-Aside for
Historically Black Colleges and Universities (HBCUs) and Minority
Institutions (MIs) as defined by the clause at Defense Federal
Acquisition Regulation Supplement 252.226-7000. Interested HBCU/MIs
should provide the contracting office, as early as possible, but not
later than 15 days after this notice, evidence of their capability to
perform the contract, and a positive statement of their eligiblity as
an HBCU or MI. If adequate response is not received from HBCUs or MIs,
the solicitation will instead be issued, without further notice, as
unrestricted. Therefore, replies to this notice are also requested from
all interested sources. Interested firms must obtain and respond to RFP
DABT51-95-R-0009. The RFP may be obtained through written request. Fax
