Services Administration, Public Buildings Service, desires to contract
for an Indefinite Quantity Term Energy Audit program. The Contractor
shall provide all personnel, tools, materials, equipment, supervision
and other required items and services for the program, which shall
identify energy conservation improvements for various federal
facilities through energy audits and related technical services;
provide design services for building lighting, electrical, mechanical,
plumbing, ECMS, architectural, and other building systems projects,
provide third party design review services; provide cost estimate and
life-cycle cost analysis using the BLCC program; and provide
construction inspection services for construction, alteration or
renovation of building support systems. Energy audits may be
preliminary or comprehensive, with comprehensive, audits requireing a
full energy consumption profile of the building, including computer
analysis using DOE2 or ASEAM to run comparisons of building conditions.
It is anticipated that multiple awards may be made for required
services. Projects may be assigned in all areas of the Pacific Rim
Region of GSA, including California, Arizona, Nevada, and Hawaii.
Applicants will indicate in Item 10 so the SF 255 the geographical
area(s) for which they wish to be considered. This contract will be for
one year with four one-year extension options. The cumulative contract
award amount of the work orders will not exceed $500,000 for each year
of the contract, with a $25,000 guaranteed minimum award. The contract
will include hourly rates for anticipated disciplines for use in
negotiating fixed-price work items. Delivery Orders may be issued
concurrently for more than one facility and may have a dollar value up
to $300,000 per delivery order. Selection will be based on the
following criteria, listed in order of importance: (1) EXPERIENCE:
Experience of the firm on projects of similar nature and complexity,
experience with Government facilities, demonstrating innovative
approaches to selecting/analyzing systems. (2) PROJECT TEAM:
Professional qualification of the individuals and as a team, including
consultants. Professional background and qualifications and experience
of individual members and team as a whole will be considered Project
team members must be be registered in the discipline in the
geographical limit, within available budget and in required time. Must
show an established ongoing relationship with any consultants used.
(3) PROJECT MANAGEMENT: Staff organization, management plan, team
coordination to complete multiple work orders in the designated
geographical limit, within available budget and in required time. Must
show an established ongoing relationship with any consultants used.
(4) TECHNICAL ABILITY: Visual and narrative evidence of Team's
technical competence in the required services. (5) SPECIAL
CONSIDERATIONS: Experience and resources available for computer
analysis of building configuration. This procuremnt is restricted to
Small Businesses under SIC Code 8712, Architectural Services. Firms may
not have exceeded $2.5 million in gross annual receipts, averaged over
the past three years. Firms having the qualifications to meet these
requirements are invited to submit Standard Forms 254/255 along with a
letter of interest by May 3, 1995. A follow-up listing of firms to
