Rhode Island 02841-1712 C -- ARCHITECTURAL AND ENGINEERING SERVICES FOR PROJECT P-436 TO
RELOCATE EXISTING TENANTS IN SUPPORT OF BRAC 95 IMPLEMENTATION AT THE
NAVAL COMPLEX, NEWPORT, RI Sol N62472-95-B-2257. Architectural and
Engineering Services are required for preparation of plans,
specifications, cost estimates and construction period services (at
Government option) for Project P-436, Relocate Existing Tenants in
Support of BRAC 95 at the Naval Education and Training Center, Newport,
Rhode Island. The SIC Code is 8712 and the size standard is
$2,500,000.00. The scope of the work will include converting buildings
W-34, A-63, 144 and 13 to house functions currently located in the
facilities required to support a new educational facility at NETC,
Newport. Functions to be relocated are the Public Works shop, a boat
maintenance and storage facility, Navy Band, Auxillary Security Force,
Disciplinary Barracks, and other minor functions. New facilities will
comply as musch as possible with NAVFAC P-80 requirements. This
contract will require a broad range of expertise, especially in the
areas of architecture, mechanical engineering, fire protection
engineering and electrical engineering. Also included may be: checking
of shop drawings, preparation of ``as-built'' drawings, and
consultation during construction. There may be asbestos, lead paint or
other, or toxic waste connected with projects that may be included in
this contract. Selection Evaluation Criteria: a) Specialized
experience and capabilities in a broad range of Architectural work,
particularly renovations. b) Specialized experience and capabilities in
mechanical engineering work, particularly renovations. C) Specialized
experience and capabilities in fire protection engineering work,
particularly renovations. D) Specialized experience and capabilities in
electrical engineering work, particularly renovations. E) Professional
qualifications of staff to be assigned, including all consultants that
may be required with special emphasis on field personnel to be
utilized. F) Familiarity with Federal and State laws as to removal and
disposal of asbestos, lead and other contaminants. G) Cost control
effectiveness. H) Location of the firm in the general geographic area
of the projects, provided thre is an appropriate number of qualified
firms therein for consideration. I) Volume of work previously awarded
to the firm by the Department of Defense. Architectural Engineering
Firms which meet requirements described in this announcement are
invited to submit a completed Standard Form 254, Architect-Engineer and
Related Service Questionnaire (unless already on file) and Standard
Form 255, Architect-Engineer and Related Service Questionnaire for
Specific Project, to ROICC, NAVFAC Contracts, NETC, Building 1,
SimonPietri Dr Newport, RI 02841-1712. Firms responding to this
announcement by 04 May 1995 will be considered. This is not a request
for proposal N62472-95-C-2257. Please note: The proposed contract
listed here is being considered for 100 percent set-aside for Small
Disadvantaged Business (SDB) concerns. Interested SDB concerns should,
as early as possible, but not later than 15 days of this notice
indicate interest in the acquisition by providing to the contracting
office above, evidence of capability to perform and positive statement
of eligibility as a Small Socially Disadvantaged Business concern. If
adequate interest is not received from SDB concerns, this solicitation
will be evaluated as unrestricted. Therefore, all replies to this
notice are requested from all types of business concerns as well as SDB
