(805)277-3900 Ext 2317. The Air Force Flight Test Center is seeking for
a vendor to upgrade and rework of liquid (Flow Measurement Systems
Model PDCL-400 GPM and Model PDCL-10X) and gas (Brooks Instrument
Gaseous Flow Bell Prover Model 1091A) calibration systems. These
systems are used to calibrate aircraft fuel flow meters and hydraulic
fluid flow meters in Air Force test cells. Services on the Flow
Measurement Systems Model PDCL-400 will include the repair, calibration
or replacement of the following: a) Viscometer; model: Cambridge
Applied Systems; range: 0.500- 300.0 centistokes; accuracy: +/- 2
percent of indicated value, b) Densitometer; model: Anton Parr
Instruments with range: 0.200 - 2.000 specific gravity; accuracy: +/-
0.0143 percent of indicated value, c) Upgrade and install variable
speed AC motor and controller with range: 0.4 - 400 gallons per minute,
d) Upgrade and install valves and hardware for piston direction
controls; investigation of possible installation of second shaft, e)
Install analog counter/timer I/O and interface boards in Air Force
supplied 386 DX (minimum of 100 M hard drive) computer with one
parallel and two serial interfaces for calibration corrections and
display, f) Inspection and certification of piston cylinder, and
encoder in accordance with MILSTD 45662A and g) Calibration from 0.4 to
400 gallons per minute with accuracy of +/- 0.1 percent of indicated
value and operate using Stoddard Solvents from 0 to 115 degrees
Fahrenheit at 0.5 - 300 centistokes. Calibration must conform to MILSTD
45662A. Services on the Flow Measurement Systems Model PDCL-10X shall
include the following: a) Installation of linear encoder, b) Inspection
and certification of piston, cylinder and encoder in accordance with
MILSTD 45662A and c) Installation of hardware for interfacing
viscometer and densitometer. Services on the Brooks Instruments Gaseous
Flow Bell Prover Model 1091A includes the following: a) Installation of
an optical bar, rotary encoder, eletrically operated valves, regulator
with loader, bell control valve manifold and an interface box (signal
conditioner). In addition to the above, the proposed procurement calls
for the furnishing of software to use Brooks Model 1091 to calibrate
flowmeters including but not limited to thermal mass meters, laminar
flow elements, sonic venturis, subsonic venturis, rotameters, turbine
flow meters, positive displacement meters, coriolis meters, orifice,
Vcone, variable area sonic venturi, vortex shedders. Software should
allow calibrations from 0.28 - 1415 liters per minute with accuracy of
+/- 0.25 percent indicated value. It also calls for the furnishing of
an on-line real-time software with Strouhal and Roshko corrections for
use with a) Model PDCL 400 GPM Liquid Flow Calibrator from 0.4 to 400
gallons per minute with accuracy of +/- 0.1 percent indicated value and
operate using Stoddard Solvents from 0 to ll5 degrees Fahrenheit at 0.5
- 300 centistokes, b) Model PDCL-10X Liquid Flow Calibrator from 0.1 -
10 gallons per minute with accuracy of +/- .1 percent of indicated
value. Software will be packaged and licensed to 412 CRS/LGRSL; IBM
compatible series PC, user friendly menu driven; maintain a data base
of all flow meters to be supported; maintain math formulas for all
types of flow meters to be calibrated; provide spread sheet displays of
calibration during process; display graphical representation of
calibration plots including Strouhal and Roshko; provide printed
calibration certificate with actual calibration values; maintain
historical data base of all calibrations performed on all three
calibrators; and monitor and correct for all possible liquid
calaibrator error sources. Offeror must provide two identical software
packages, one configured for the liquid calibrator and one configured
for the bell prover. Offeror must provide complete uncertainty
analysis for liquid calibrator. Under the authority of FAR 6.302-1
(Only one responsible source and no other supplies or services will
satisfy agency requirements), AFFTC intends to negotiate a contract
with Flow Dynamics Inc. unless responses to this notice reveal other
sources capable of satisfying the requirement. Interested vendors must
submit clear and convincing documentation including prices, past
contract numbers, points of contact, and phone numbers, indicating that
they can perform the proposed requirements. SIC CODE 8999. Size
