equipment necessary to perform routine Dockside and Repairs to the
USCGC SPAR (WLB-304). The work which may be performed includes but may
not be limited to the following minimun items: 1. Renew watertight
door and hatches 2. Furnish and install stuffing tube block 3. Furnish
antenna wiring 4. Clean galley gaylord hood and exhaust vent ducting
5. Clean ventilation system 6. Renew Fire Main Piping 7. Inspect and
test air receiver(s) 8.Inspect, Overhaul, Test weight handling
equipment 9. Clean and inspect fuel tanks 10. Remove and dispose of
diesel fuel (up to 20,000 gallons) 11. Temporary logistics 12. The
proposed contract will also contain indefinite items including but not
limited to: 1. Welding repairs 2. Additional temporary logistics.
USCGC SPAR's homepier is South Portland, Maine. USCGC SPAR's
availability is scheduled for on or about 24 July 1995. The performance
period is twenty eight (28) calendar days. Large and Small Businesses
are encouraged to submit bids. Work is to be performed at the USCGC
SPAR's homepier in South Portland, Maine. Solicitation (IFB) is
anticipated to be issued on or about 02 May, 1995. There will be a
non-refundable charge of $100.00 required in the form of a certified
check or money order made payable to the United States Coast Guard for
requested drawings and publications. For Minority, Women-Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT) Office of Small and Disadvantaged Business Utilization has
programs to assist minority, women-owned and disadvantaged business
enterprises to acquire short-term working capital and bonding
assistance for transportation related contracts. Loans are available
under the DOT Short Term Program (STLP) at prime interest rates up to
$500,000 per contract. DOT provides an 80 percent guananty on the bond
