No. 880-2-883-648. The USAID/Bangladesh seeks a qualified private and
voluntary organization or cooperative, hereinafter referred to as
''partner'', to design and implement a democracy program in Bangladesh.
USAID, as part of its reengineering effort, has developed an
experimental model for designing new programs which incorporates the
Agency's four core values - customer focus, teamwork, empowerment
andaccountability, and managing for results. USAID is in the process of
identifying the democracy needs of its ultimate customers, i.e., the
socially and economically deprived, in Bangladesh. These needs will be
set forth in the RFA. USAID will select a partner(s) to join a team to
identify the desired results of a democracy program, develop strategic
and tactical approaches, and implement activities to achieve the
desired democratic results. The team will be composed of the selected
partner, representatives from USAID, and possibly, representatives from
the government of Bangladesh. During design the partner will take the
lead role in interacting with the ultimate customers and will develop
customer service plans which will be used, in part, to assess the
partners's performance during implementation. During the design phase,
USAID will develop a service plan defining its relationships with and
responsibilities to its partner. USAID has a strong preference for a
single award to one partner for this program. However USAID encourages
partners to include, to the extent possible, other U.S. and non U.S.
organizations involved in democracy programs during the partner's
design and/or implementation of its democracy program in Bangladesh.
USAID anticipates that there will be an initial award to cover expenses
in developing the activities/results packages. USAID will amend the
final award several months later for a program not to exceed $5 million
covering an implementation period of approximately five years
commencing o/a October 1, 1995. A cooperative agreement format will be
used. The selected partner should be prepared to commence development
activities immediately upon signature of the initial award o/a mid
July 1995. RFA will be available o/a May 22, 1995. This CBD notice can
