This procurement action is for Technical Support and Management Assistance of the National Guard Bureau (NGB) and the Air National Guard (ANG). In order to meet the needs of the NGB and ANG in a timely and efficient manner it will be necessary for the contractor to have a full service office located in the Washington DC Standard Metropolitan Statistical Area (SMSA). The Government will provide office space at two satellite locations, ANGRC Operating Location at FARGO ND and ANG AFRES Test Center (AATC) Tucson AZ. From these locations, the contractors will furnish Technical Support and Management Assistance in support of all tasks for the NGB, ANG, AATC, ANGRC - Andrews AFB, MD, the Pentagon and Air National Guard Readiness Center (ANGRC) and Operating Location at Fargo ND. Anticipated services will include but will not be limited to: Planning Support, Management Support, Acquisition Management Support, Cost and Performance Support, Training Systems Support, Database and Software Development Support, Test and Evaluation Support, and Airspace Range Analysis and Support. Selection of firms will be evaluated on the following criteria: (1) Ability to perform all tasks; (2) Problem solving approach; (3) Internal Management/Oversight; and, (4) Cost. The duration of this procurement action contracts will be for one (1) base year with four (4) one-year options. This procurement action is a Small Disadvantaged Business Set-Aside. Multiple Indefinite-Delivery Indefinite-Quantity awards are anticipated from this solicitation. The Government reserves the right to make subsequent delivery order awards with or without price competition. Requests for solicitation must be received no later than thirty (30) days after publication of this procurement announcement. All request for solicitation must be submitted in writing.
