HUD is seeking the services and advice of consultants on the following four (4) basic topics; and two (2) optional tasks at the discretion of the Assistant Secretary for Fair Housing and Equal Opportunity: (1) Preparation of a paper(s) documenting the need for a regulation; (2) Preparation of a paper(s) analyzing the general principles of the Act as they may be applied to mortgage lending; (3) Preparation of a paper(s) detailing and weighing the policy alternatives organized by critical issues in mortgage lending; (4) Analysis(es) of the theory of disperate impact in the field of lending discrimination. The two (2) optional tasks are: (1) Should meetings be held to receive suggestions on a proposed regulation, accompany the Assistant Secretary of Fair Housing and Equal Opportunity to such meetings and prepare report(s) and evaluation(s) of testimony received; and, (2) Provide additional consultative services on the above mentioned and related tasks as the Assistant Secretary deems necessary, not to exceed forty (40) hours. The period of performance is twelve (12) months from date of award. This solicitation will be available on or about 05/01/95.
