Mitchell/407-380-4028 Sources are being sought for O&M services to
provide planning, manning, and operation of the JRTC rotations and
related mission support requirements. This acquisition is anticipated
to be a cost plus award fee contract with three-month transition
phase-in, six-month option, and two one-year options with concurrent
six-month transition phase-out during the last option exercised. This
action is a successor to Contract DABT60-92-C-0018 awarded to BDM
Management Services Company by U.S. Army Training Doctrine (TRADOC)

successor contract may also include a requirement to develop additional
and/or enhanced visual databases, etc. If a new contractor is the
awardee, the successor contractor shall negotiate and implement an
associate contractor agreement with the outgoing incumbent contractor
to ensure overlap and smooth transition of the effort without negative
impact on the effort. Interested sources for this contemplated
acquisition must provide capability statements and include in their
response prior and current business relevant to this acquisition and a
brief synopsis of past performance. Include relevant facts that
demonstrate your capability to successfully perform the effort.

submitted. Responses should be submitted to E. C. Hayslette at the
above address within fifteen calendar days of publication in the
Commerce Business Daily. The JRTC derives its mission from Combat
Training Center Program Army Regulation (AR) 350-50 and the
TRADOC/FORSCOM Supplement to AR 350-50. The mission of the JRTC is to
provide advanced collective training to Joint Army Task Forces
consisting of Active Army Light Infantry Division, 75th Ranger
Regiment, selected Reserve Component (RC), Special Operations Forces
(SOF), U. S. Air Force Theater Combat Delivery (TCD), Air Combat
Command (ACC), selected Navy and Marine units all within the context of
the Army Joint Training Strategy and Doctrine. The air and associated
ground units are closely integrated into JRTC training. The JRTC
rotational unit will be a task organized light maneuver brigade. The
rotational training unit is structured around four major components:
(1) Conventional Brigade/Ranger Regiment/Separate Infantry Brigade; (2)
Special Operations Forces; (3) U.S. Air Force ACC (Fighter and
AFSOC);and (4) U.S. Air Force Theater Combat Delivery (TCD). Contractor
requirements involve staffing, manning, operating JRTC's
instrumentations systems for the Exercise Maneuver Control Center
(EMCC), Leadership Training Program (LTP), and Command PostExercise
(CPX). Future requirements involve Echelons Above Division (EAD). JRTC
conducts a minimum of 10 brigade sized Joint Task Force training
rotations per year of three maneuver battalion task forces along with
the aforementioned forces. Arotation consists of seven major phases:
predeployment/special operations, Intermediate Staging Maneuver (ISM)
deployment, operations other than war, preparation for defense/defense,
deliberate attack/hasty attack, post operations recovery, and
redeployment. The majority of training scenario operations occur during
periods of limited visibility. Training is 24 hours per day, 7 days per
week for up to 21 days with instrumentation system hardware being
operational for a total of 4,800 annual hours or 200 days out of the
year. An Opposing Force (OPFOR), trained in threat tactics, anticipates
in all training sessions. This OPFOR replicates an Armed Insurgent
Force, a Covert Insurgent Force and Motorized Rifle Regiment (-) and
provides a realistic opponent for the U.S. Forces (BLUEFOR). These two
forces will be on the battlefield during the rotations, and each may
be instrumented by the contractor down to fire team level depending on
the operational requirement. Instrumentation of players will consist
of two types. The ''fully'' instrumented players will have the
capability to receive and transmit data. The ''partially'' instrumented
players will only have the capability to receive data and commands in
accordance with the capabilities of Simulated Area Weapons
Effect/Multiple Integrated Laser Engagement System II (SAWE/MILES II).
At the completion of each rotation phase, training feedback under the
train-evaluate-train model will be provided in a multi-media After
Action Review (AAR) consisting of exercise history to include segments
of appropriate exercise data, field video, map graphics, excerpts from
tactical communications and select hard copy products. JRTC's
instrumentation systems (IS) assists in identifying weaknesses in
command and control, fire distribution, weapons employment, logistic
support, and tactical employment. A major purpose of the IS is to
provide feedback for all participating units so they may identify
training strengths and weaknesses and take corrective action to improve
unit combat readiness. The contactor, using the IS, provides the unit
a Take Home Package (THP). The JRTC operates an EMCC which records
cumulative exercise data for post-mission analysis. The JRTC-IS
performs the functions of: position location, weapons engagement event
recording, automated and manual data collection, simulated area
weapons effects, and AAR presentation. Additionally, JRTC uses the
Observer Controller Communication System (OCCS) a nontactical UHF
Observer/Controller radio system, and the SAWE/MILES II. The contractor
will be required to use and operate these systems to support the
Observer/Controllers and the EMCC in the conduct of the rotation and
presentation of After Action Reviews, Command Briefings, and THP,
production and delivery. The focus of JRTC's Mission is training on
Light Intensity Conflict (LIC), Medium Intensity Conflict (MIC), and
Operations Other Than War (OOTW) which is portrayed by various
scenarios depicting regional contingencies. These scenarios will be
contractor developed using JRTC's instrumentation systems. The JRTC
provides training by establishing an environment, situations,
conditions, and training analysis and feedback which cannot be
duplicated at a unit's home station. The JRTC Operations Group (Ops Gp)
is responsible for planning, coordinating, controlling, evaluating and
providing feedback for unit training. To accomplish this, the JRTC Op
Gp Plans/Exercise Maneuver Control Division (Plans/EMC) provides
realistic scenario and exercise support documents that lead up to a
U.S. armed insertion and intervention scenario. The Plans/EMC Division
also monitors and controls the exercise, receives data on the
execution of the tactical mission, replicates Division/Joint Task Force
Headquarters functions. The Ops Gp Observer/Controllers (O/C) provide
the control, assessments, and feedback to both the EMCC and the
rotational unit. The contractor will be required to support the
following Tactical Analysis and Feedback for BN Task Forces 1 and 2,
and Force 3 (CPX), Brigade Task Force units and attachments or
subcomponents, Aviation Task Force, Combat Service Support, Fire
Support, Intelligence, Special Operations, Joint Air Combat Command
(Close Air Support and theater combat delivery), Live Fire Exercise
(Future), OPFOR (Future), and MOUT (Future). The contractor will
perform auxiliary contractor support to the JRTC in support of its
mission. A draft SOW and Solicitation are planned for release early May
95; official RFP is planned for release early Jul 95 with proposals due
approximately 30 days from release of RFP. Interested sources should
