the amended version of the sources sought announcement that appeared in
the Commorce Business Daily on April 11, 1995. This is announcement is
for customized, and updated Federal Living Marine Resource Regulations
for the U.S. Coast Guard. The U.S. Coast Guard has intentions of
awarding a sole source contract to Jonathan Publishing Company located
at 3939 Bees Caves Road, Suite 200 Austin TX 78746-6429. The
Contractor shall provide a supplement service which produces and
distributes updated text of Federal Living Marine Resource Regulations
to Coast Guard units located throughout the United States and its
Possessions for insertion into the U.S. Coast Guard's existing
customized Federal Regulation sets. Jonathan Publishing own copyrights
to the format of the existing customized regulations and updates. The
new regulatory supplements shall be completely compatible with the
existing regulation sets currently held by Coast Guard units. The
Contractor shall maintain an inventory of replacement sets for future
distribution. The Contractor shall also develop/maintain a database
consisting of word processed text files with all of the Federal Living
Marine Resource Statutes, as well as their legislative histories, for
which the Coast Guard is responsible for enforcing. An understanding
of Federal Living Marine Resource Regulations is essential. To properly
execute the requirements of this action, the provider must have the
requisite knowledge and experience to: (1) Research the Federal
Register daily and distinguish between final, interim final, emergency
final, and proposed regulations and extract only those which actually
have been implemented by the cognizant regulatory agency. (2)
Determine whether the scope of the statute/ regulation is within the
enforcement responsibilities of the U.S. Coast Guard (e.g., The U.S.
Coast Guard has responsibility to enforce regulations governing: marine
vs. freshwater aquatic species, actions taking place within waters
under the jurisdiction of the United States vs. international trade or
commerce practices of foreign countries or the actions of shore-based
activities outside the statutory enforcement authority of the U.S.
Coast Guard, etc.) (3) Determine whether the statute/regulation amends
an existing statute/regulation or is a new action; and if an
amendment, accurately makes all changes to the customized regulation
database and provide these changes to the Coast Guard. (4) Be able to
understand the significance of all statutory/regulatory actions,
whether new or amended, and be able to highlight the significant
changes in a summary document to be provided with each supplement
issued to the Coast Guard. To reflect these statutory and regulatory
changes, the contractor shall prepare, print, and distribute revisions
to the affected portions of the regionalized custom regulation sets
through the issuance of regular supplements. Each supplement shall
contain new or replacement pages, filing instructions, and a list of
effective pages. In addition to providing the supplement service for
the existing regulations, the Contractor shall be responsible for
providing new customized regulations for new statues and regulations.
The Contractor shall deliver supplements on the last day of each month
to U.S. Coast Guard units located throughout the United States and its
Possessions. These supplements shall be compatible with existing sets.
These regulations consist of nine volumes as follows (the number of
copies specified is an approximation): (1) General Set, 513 copies for
distribution, 55 copies for contractor's maintenance; (2)
Administrative Set, 67 copies for distribution, 10 copies for
contractor's maintenance; (3) Northeast/Mid-Atlantic set, 214 copies
for distribution, 25 copies for contractor's maintenance (4) South
Atlantic Set, 206 copies for distribution, 20 copies for contractor's
maintenance (5) Caribbean Set, 152 copies for distribution, 15 copies
for contractor's maintenance; (6) Gulf of Mexico Set, 200 copies for
distribution, 20 copies for contractor's maintenance; (7) Pacific Set,
182 copies for distribution; 20 copies for contractor's maintenance;
(8) North Pacific Set, 134 copies for distribution, 15 copies for
contractor's maintenance (9) Western Pacific Set, 117 copies for
distribution, 15 copies for the contractor's maintenance. The period of
performance shall be from 07/01/95 thru 06/30/96. Interested offerors
shall submitt a technical capability statement. All responses must be
received within 10 calendar days from the publication date of this
synopsis. Government will review all statements of interest and
capabilities to determine market availability of firms able to provide
these services. This is not a request for proposal nor an invitation
for bid. Telephone requests will not be honored. Written responses must

Transportation (DOT), Office of Small and Disadvantaged Business
